60.\t<\/span>Mr. NSEIR<\/u> (Observer for the Syrian Arab Republic) pointed out that southern Lebanon and the western Bekaa had been under Israeli occupation since 1978 in spite of the many Security Council resolutions demanding Israel's immediate and unconditional withdrawal from Lebanese territory.  The occupation constituted a violation of human rights, as did the daily Israeli practices consisting in random bombardments of towns and villages, the destruction of houses and crops and forcible displacement of the population.  This was illustrated by the massacre at the village of Kana, which cost the lives of about 100 women and children who believed that they had found refuge in one of the main bases of the United Nations forces, which was knowingly bombarded by Israel.<\/p><\/div>\n

<\/p>\n

61.\t<\/span>Moreover, Israel was continuing to engage in acts of violence and repression against civilians, hundreds of whom were being detained in Khiyam prison where torture and ill-treatment were commonplace.  Likewise, in violation of the Fourth Geneva Convention, the detainees in Israeli prisons were being refused visits by their families and representatives of humanitarian organizations.  <\/p><\/div>\n

<\/p>\n

62.\t<\/span>Everyone was aware of the present Israel Government's responsibility for sabotaging the peace process.  That Government was acting in a hypocritical manner, speaking of peace while refusing to respect international conventions and honour the commitments made within the framework of the Madrid Conference.  Accordingly, he called upon the Commission to condemn the human rights violations that Israel was committing in southern Lebanon and the western Bekaa.<\/p><\/div>\n
