TRIBUTE TO THE MEMORY OF HIS EXCELLENCY GENERAL MOHAMMAD ZIA-UL-HAQ, PRESIDENT OF THE ISLAMIC REPUBLIC OF PAKISTAN<\/p><\/div>\n

<\/p>\n

\n

1.   On the proposal of the Temporary Chairman, the members of the Committee<\/u><\/p><\/div>\n

\n

observed a minute of silence in tribute to the memory of His Excellency<\/u><\/p><\/div>\n

\n

General Mohammad Zia-ul-Haq, President of the Islamic Republic of Pakistan<\/u>.<\/p><\/div>\n

2.   Mr. AYUB<\/u> (Pakistan) thanked the Committee for its expression of sympathy.<\/p><\/div>\n

6.   The CHAIRMAN<\/u> thanked the Committee for its renewed confidence in Senegal,<\/p><\/div>\n

\n

whose Government and people were deeply committed to pursuing the attainment of the inalienable rights of the Palestinian people.  Since its establishment, in 1976, the Committee had supported her country's efforts on behalf of the Palestinian people.  The progress made by the Committee since that time reflected the political will and sense of responsibility of every member towards the Palestinian people and their sole legitimate representative, the Palestine Liberation Organization (PLO). She thanked the Secretary-General of the United Nations for his special interest in the Committee's initiatives, as demonstrated by the presence of Mr. Reed. <\/p><\/div>\n

7.   Mr. REED<\/u> (Under-Secretary-General for Political and General Assembly Affairs) congratulated the Chairman on her election.  He was confident that her academic background, boundless energy and diplomatic experience would enable the Committee to continue to discharge its mandate successfully.  His office and the Division for Palestinian Rights stood ready to co-operate with her.<\/p><\/div>\n

8.   Mr. MANSOUR<\/u> (Observer, Palestine Liberation Organization) congratulated the Chairman on her election, noting that she was assuming her position at a very critical time for the Palestinian people.  The Uprising in the Israeli-occupied territories – in which all Palestinians, from all social strata, were involved under the PLO banner – was now in its ninth month.  Her predecessor had played a crucial role in 1983 by organizing the International Conference in Geneva, and it was possible that, during her tenure, she might actually see the emergence of an independent Palestine.<\/p><\/div>\n

OTHER MATTERS<\/u><\/p><\/div>\n

9.   The CHAIRMAN<\/u> said that the Division for Palestinian Rights, in co-operation with the Committee, had organized two NGO meetings which would take place in Geneva the following week.  One was an international NGO meeting, the other a European regional NGO symposium, on the question of Palestine.  The programmes the Committee had adopted for the two meetings focused on the situation in the occupied Palestinian territories and the urgent necessity of convening an International Peace Conference on the Middle East.  The Committee would be represented at the meetings by Mr. Dost (Afghanistan), its Vice-Chairman, Mr. Borg-Olivier (Malta), its Rapporteur, Mr. Oudovenko of the Ukrainian Soviet Socialist Republic and Mr. Terzi of the PLO.<\/p><\/div>\n

10.  Mr. MANSOUR<\/u> (Observer, Palestine Liberation Organization) said that a caucus of the Movement of Non-Aligned Countries was attempting to secure a statement by the President of the Security Council in response to increasing brutality in the occupied territories.  Incidents of brutality included deportations, Israel's decision to expel 25 additional persons, and the curfews imposed on the 600,000 inhabitants of the Gaza Strip and the 120,000 inhabitants of Nablus and its surrounding areas.  Most recently, brutality had taken the form of assassinations, with the burning of three Palestinian labourers in their cottage near Tel-Aviv and the killing of Palestinian prisoners.  The last incident had prompted the International Red Cross to condemn Israel's violation of the Geneva Convention relative to the Protection of Civilian Persons in Time of War.<\/p><\/div>\n

11.  In a new development, Israeli Defence Minister Rabin had declared a<\/p><\/div>\n

\n

pre-emptive policy under which Israeli Defence Forces could take action even before Palestinians began demonstrating.  That meant that people would be attacked in their homes and villages, and in refugee camps.  In addition, Israel would consider every Palestinian who belonged to the popular committees of the Uprising, an outlaw, for which the punishment was expulsion or a prison term of up to 10 years. The measure would endanger all Palestinians in the occupied territories – for all Palestinians were members of the popular committees – and was a sign that the Israeli Government was seriously considering a policy of transfer or total expulsion.<\/p><\/div>\n

\n

12.  The escalation of brutality should be dealt with firmly by the Committee, the General Assembly and the Security Council.  He hoped that the Security Council would issue a statement within 24 hours, calling upon Israel to respect its obligations under the Geneva Convention and Security Council resolutions 605, 607 and 608 and that, based on his updated report, the Committee would be able to decide how it might help seek an appropriate response from the international community.<\/p><\/div>\n
