AND ON THE STAGE REACHED IN THEIR CONSIDERATION<\/p><\/div>\n

Addendum<\/u><\/p><\/div>\n

\n

\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The list of items of which the Security Council is seized is contained in document S\/18570 of  8 January 1987.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>During the week ending 19 December 1987, the Security Council took action on the following items:<\/p><\/div>\n

\t<\/span>The Security Council continued its consideration of the item at its 2772nd to 2776th meetings, held between 14 to 18 December 1987.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In addition to the representatives previously invited, the President, with the consent of the Council, invited the representatives of Afghanistan, Algeria, Bahrain, Cuba, Czechoslovakia, Democratic Yemen, Egypt, the German Democratic Republic, India, the Islamic Republic of Iran, Iraq, Jordan, Kuwait, the Libyan Arab Jamahiriya, Morocco, Nicaragua, Pakistan, Qatar, Saudi Arabia, the Syrian Arab Republic, Tunisia, the Ukrainian Soviet Socialist Republic, Viet Nam, Yemen, Yugoslavia and Zimbabwe at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In response to the request dated 14 December 1987 from the Permanent Representative of the United Arab Emirates to the United Nations (<\/span>S\/19339<\/a>), the Security Council extended an invitation under rule 39 of its provisional rules of procedure to Mr. Clovis Maksoud at the 2772nd meeting held on 14 December 1987.<\/span><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In response to the request dated 15 December 1987 from the Permanent Representative of Kuwait to the United Nations (<\/span>S\/19344<\/a>), the Security Council extended an invitation under rule 39 of its provisional rules of procedure to Mr. Ahmed Engin Ansay at the 2773rd meeting held on 15 December 1987.<\/span><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At the 2775th meeting, the President drew attention to the text of a draft resolution (S\/19352), submitted by Argentina, the Congo, Ghana, the United Arab Emirates and Zambia, which reads as follows:<\/p><\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>The Security Council<\/u>,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span><\/i>Having considered<\/u> the letter dated 11 December 1987 from the Permanent Representative of Democratic Yemen to the United Nations, in  his capacity as Chairman of the Arab Group for the month of December, 1<\/u>\/\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Bearing in mind<\/u> the inalienable rights of all peoples recognized by  the Charter of the United Nations and proclaimed by the Universal  Declaration of Human Rights, 2<\/u>\/\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span><\/span>Recalling<\/u><\/span> its relevant resolutions on the situation in the occupied Arab territories, occupied by Israel since 1967,  including its resolutions <\/span>446 (1979)<\/a>, <\/span>465  (1980)<\/a>, <\/span>497 (1981)<\/a> and <\/span>592 (1986)<\/a>,<\/span>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Recalling also<\/u> the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, 3<\/u>\/\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Gravely concerned<\/u> <\/u><\/i>and alarmed<\/u> by the deteriorating situation in the Palestinian and other Arab territories occupied by Israel since 1967,  including Jerusalem,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Taking into account<\/u> the need to consider measures for the impartial protection of the Palestinian civilian population under Israeli  occupation,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Considering<\/u> that the current policies and practices of Israel, the occupying Power, in the occupied territories are bound to have grave consequences for the endeavours to achieve comprehensive, just and  lasting peace in the Middle East,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span> Condemns<\/u> those policies and practices of Israel, the occupying Power, which violate the human rights of the Palestinian people in the occupied territories;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Condemns in particular<\/u> the opening of fire by the Israeli army, resulting in the killing and wounding of defenceless Palestinian civilians;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Reaffirms<\/u> that the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, is applicable to the Palestinian and other Arab territories occupied by Israel since 1967, including Jerusalem;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>4.\t<\/span>Calls once again upon<\/u> Israel, the occupying Power, to abide immediately and scrupulously by the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, and to desist forthwith from its policies and practices that are in violation of the provisions of the Convention;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>5.\t<\/span>Stresses<\/u> the urgent need to reach a just, durable and peaceful settlement of the Arab-Israeli conflict, under the auspices of the United Nations;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>6.\t<\/span>Requests<\/u> the Secretary-General to examine the present situation in the occupied Palestinian territory by all means available to him, including the appointment of a Special Representative for that purpose, as well as to submit a report no later than 20 January 1988 on measures necessary to ensure safety of  and protection for the Palestinian civilians under Israeli occupation;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>7.\t<\/span>Decides<\/u> to keep the situation in the occupied Palestinian and other Arab territories under review.\n\t\t\t\t<\/div>\n
