Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement. <\/p><\/div>\n

The President, with the consent of the Council, invited the representative ofAngola, at his request, to participate in the discussion without the right to vote.<\/p><\/div>\n

In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Kenzo Oshima, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator.<\/p><\/div>\n

The Security Council resumed its consideration of the item at its 4576th meeting, held in private on 17 July 2002 in accordance with the understanding reached in its prior consultations.<\/p><\/div>\n

\n

At the close of the meeting, in accordance with rule 55 of the provisional rules of procedure of the Security Council, the following communiqué was issued through the Secretary-General in place of a verbatim record:<\/span> <\/span><\/p><\/div>\n

\n\t\t\t\t  “On 17 July 2002, the Security Council, pursuant to annex II, section A, of resolution 1353 (2001), held its 4576<\/span>th<\/sup><\/span> meeting in private with the troop-contributing countries to the United Nations Interim Force in Lebanon (UNIFIL).<\/span>\n\t\t\t\t<\/div>\n
\n\t\t\t\t  “The Security Council and the troop-contributing countries heard a briefing under rule 39 of its provisional rules of procedure by Louise Laheurte, Deputy Director of the Asia and Middle East Division of the Department of Peacekeeping Operations.\n\t\t\t\t<\/div>\n
\n\t\t\t\t  “The members of the Council had a constructive exchange of views with representatives of participating troop-contributing countries.”<\/span> <\/span>\n\t\t\t\t<\/div>\n

The Security Council resumed its consideration of the item at its 4577th meeting, held on 18 July 2002 in accordance with the understanding reached in its prior consultations. There was one suspension and one resumption of the meeting.<\/p><\/div>\n

\n

The President, with the consent of the Council, invited the representatives of Denmark, Japan, Morocco and Sierra Leone, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

\n

In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended invit ations under rule 39 of its provisional rules of procedure to Jean-Marie Guéhenno, Under-Secretary-General for Peacekeeping Operations, Carolyn McAskie, Deputy Emergency Relief Coordinator, and Ivan Šimonovi?, President of the Economic and Social Council.<\/p><\/div>\n

\n

In response to the request contained in a letter dated 15 July 2002 from the Permanent Representative of the United Kingdom of Great Britain and Northern Ireland to the United Nations (S\/2002\/761), the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Sylvian Ngung, Deputy Permanent Observer of the African Union to the United Nations.<\/p><\/div>\n

\n

The meeting was suspended.<\/span> <\/span><\/p><\/div>\n

\n

Upon the resumption of the meeting, in accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended invitations under rule 39 of its provisional rules of procedure to Kieran Prendergast, Under-Secretary-General for Political Affairs, Abdoulaye Mar Dieye, Director for West Africa of the United Nations Development Programme, and Florian Fichtl, Senior Social Protection Specialist for Regional Human Development of the World Bank.<\/p><\/div>\n

\n

In response to the request contained in a letter dated 15 July 2002 from the Permanent Representative of the United Kingdom of Great Britain and Northern Ireland to the United Nations (S\/2002\/760), the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to General Chekh Omar Diarra, Deputy Executive Secretary of the Economic Community of West African States.<\/p><\/div>\n

The Security Council resumed its consideration of the item at its 4579th meeting, held on 19 July 2002 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the situation in Afghanistan and its implications for international peace and security (S\/2002\/737). There was one suspension and one resumption of the meeting.<\/p><\/div>\n

\n

The President, with the consent of the Council, invited the representatives of Afghanistan, Canada, Denmark, India, the Islamic Republic of Iran, Japan, Malaysia, Nepal, Pakistan, the Republic of Korea, Tajikistan, Turkey and Ukraine, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

\n

In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Lakhdar Brahimi, Special Representative of the Secretary-General for Afghanistan.<\/p><\/div>\n

\n

In response to the request contained in a letter dated 17 July 2002 from the Chargé d’affaires a.i. of the Permanent Mission of the Sudan to the United Nations (S\/2002\/780), the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Mokhtar Lamani, Permanent Observer of the Organization of the Islamic Conference to the United Nations.<\/p><\/div>\n
