was issued through the Secretary-General in place of a verbatim record:<\/span><span style=\"color:#000000;font-size:13pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;&nbsp;&#8220;On 17 July 2002, the Security Council, pursuant to annex II, section A, of resolution 1353 (2001), held its 4576<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>th<\/sup><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;meeting in private with the troop-contributing countries to the United Nations Interim Force in Lebanon (UNIFIL).<\/span>\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t&nbsp;&nbsp;&#8220;The Security Council and the troop-contributing countries heard a briefing under rule 39 of its provisional rules of procedure by Louise Laheurte, Deputy Director of the Asia and Middle East Division of the Department of Peacekeeping Operations.\n\t\t\t\t<\/div>\n<div style=\"text-align:justify;padding-top:11px;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;&nbsp;&#8220;The members of the Council had a constructive exchange of views with representatives of participating troop-contributing countries.&#8221;<\/span><span style=\"color:#000000;font-size:13pt;font-family:Times New Roman, serif;\">&nbsp;<\/span>\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>The situation in Africa<\/strong>&nbsp;(<i>see<\/i>&nbsp;S\/1997\/40\/Add.38; There was one suspension and one resumption of the meeting.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The President, with the consent of the Council, invited the representatives of Denmark, Japan, Morocco and Sierra Leone, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">In accordance with the understanding reached in the Council&#8217;s prior consultations, the President, with the consent of the Council, extended invit ations under rule 39 of its provisional rules of procedure to Jean-Marie Gu&#233;henno, Under-Secretary-General for Peacekeeping Operations, Carolyn McAskie, Deputy Emergency Relief Coordinator, and Ivan &#352;imonovi?, President of the Economic and Social Council.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">In response to the request contained in a letter dated 15 July 2002 from the Permanent Representative of the United Kingdom of Great Britain and Northern Ireland to the United Nations (S\/2002\/761), the President, with the consent of the Council, extended an invitation under rule 39 of the Council&#8217;s provisional rules of procedure to Sylvian Ngung, Deputy Permanent Observer of the African Union to the United Nations.<\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">The meeting was suspended.<\/span><span style=\"color:#000000;font-size:13pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Upon the resumption of the meeting, in accordance with the understanding reached in the Council&#8217;s prior consultations, the President, with the consent of the Council, extended invitations under rule 39 of its provisional rules of procedure to Kieran Prendergast, Under-Secretary-General for Political Affairs, Abdoulaye Mar Dieye, Director for West Africa of the United Nations Development Programme, and Florian Fichtl, Senior Social Protection Specialist for Regional Human Development of the World Bank.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">In response to the request contained in a letter dated 15 July 2002 from the Permanent Representative of the United Kingdom of Great Britain and Northern Ireland to the United Nations (S\/2002\/760), the President, with the consent of the Council, extended an invitation under rule 39 of the Council&#8217;s provisional rules of procedure to General Chekh Omar Diarra, Deputy Executive Secretary of the Economic Community of West African States.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>The situation in the Middle East, including the Palestinian question<\/strong>&nbsp;(<i>&nbsp;see<\/i>&nbsp;S\/2000\/40\/Add.39, 44, 46, 47 and 50;
