S\/2001\/15\/Add.5, 22, 31 and 48; S\/2002\/30\/Add.4, 21, 30 and 50; S\/2003\/40\/Add.4, 25, 30, 40 and 51; and S\/2004\/20\/Add.4) <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;By a letter dated 17 May 2004 addressed to the President of the Security Council (S\/2004\/393), the Permanent Representative of Yemen to the United Nations, in his capacity as the Chairman of the Group of Arab States for the month of May 2004, and on behalf of the States members of the League of Arab States, requested that an immediate meeting of the Security Council be convened to consider &#8220;the grave and ongoing Israeli violations and breaches of international law, in particular the widespread demolition of Palestinian homes in the Rafah area, and to take the necessary measures in this regard&#8221;. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The Security Council resumed its consideration of the item at its 4972nd meeting, held on 19 May 2004 in response to the above request. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The President, with the consent of the Council, invited the representative of Israel, at his request, to participate in the discussion without the right to vote. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;In response to the request contained in a letter dated 19 May 2004 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S\/2004\/406), the President, in accordance with the provisional rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The President drew attention to a draft resolution (S\/2004\/400) submitted by Algeria and Yemen. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The Security Council proceeded to vote on draft resolution S\/2004\/400, which was adopted as resolution 1544 (2004) by 14 votes in favour to none against, with 1 abstention (United States of America) (for the text, see S\/RES\/1544 (2004); to be issued in <i>Official Records of the Security Council, Resolutions and Decisions of the Security Council, 1 August 2003-31 July 2004 <\/i>).<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The Security Council resumed its consideration of the item at its 4974th meeting, held on 21 May 2004 in accordance with the understanding reached in its prior consultations. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;In accordance with the understanding reached in the Council&#8217;s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council&#8217;s provisional rules of procedure to Kieran Prendergast, Under-Secretary-General for Political Affairs. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:8px;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8230;<\/p><\/div>\n<div style=\"color:#000000;text-align:center;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&#8212;&#8211;<\/p><\/div>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Summary statement by the Secretary-General on matters of which the Security Council is seized and on the stage reached in their consideration&nbsp;
