Letter dated 4 October 2004 from the Permanent Observer of the League of Arab States to the United Nations addressed to the President of the Security Council <\/strong><\/p><\/div>\n

\t<\/span>In accordance with Article 54 of the Charter of the United Nations, I have the honour to transmit to you a letter dated 3 October 2004 addressed to you by H.E. Mr. Amre Moussa, Secretary-General of the League of Arab States, concerning the attached resolution No. 6477 dated 3 October 2004, entitled: “The grave escalation in the situation in the Palestinian territories as a result of the aggressive Israeli practices”, adopted by the resumed extraordinary session of the Council of the League of Arab States at the level of representatives held on Sunday, 3 October 2004, at the Arab League headquarters in Cairo, Egypt (see annex). <\/p><\/div>\n

\t<\/span>It would be highly appreciated if the present letter and its annex could be issued and circulated as a document of the Security Council. <\/p><\/div>\n

  I have the honour to transmit to you herewith the text of a resolution adopted by the Council of the League of Arab States at the meeting of its resumed extraordinary session held at the representative level in Cairo on 3 October 2004 to discuss the grave deterioration of the situation in the occupied Palestinian territory resulting from the continuous escalation of Israeli military operations in the Gaza Strip, which has resulted in the deaths of dozens of innocent civilians. <\/p><\/div>\n

\n

  The said resolution calls upon the Secretary-General of the United Nations and the members of the Security Council and the Quartet to shoulder their responsibilities and take immediate action to stop the ongoing Israeli genocidal war against the Palestinian people and provide them with the necessary international protection. <\/p><\/div>\n

\n

  In view of the seriousness of the situation and the grave threat to security and peace in the region posed by this Israeli aggression, I urge you to act quickly to stop the Israeli military operations and to take a definitive stance regarding the crimes being committed by the Israeli occupying forces against the Palestinian people. <\/p><\/div>\n

  The Council of the League of Arab States, meeting at the representative level in its resumed extraordinary session on 3 October 2004 under the chairmanship of the Permanent Representative of the Islamic Republic of Mauritania and in the presence of the Secretary-General, <\/p><\/div>\n

\n

  Considering the telephone call received by the Secretary-General during the Council meeting from Mr. Yasser Arafat, President of the State of Palestine, concerning the grave situation in the occupied Palestinian territory, <\/p><\/div>\n

\n

  And having heard the proposal submitted by the Representative of the State of Palestine and the interventions of the heads of delegations, <\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

    Resolves<\/strong><\/p><\/div>\n

\n

 <\/strong> <\/p><\/div>\n

\n

1.   To charge the Arab Group in the United Nations to seize the General Assembly and\/or the Security Council of the matter on an urgent basis in order to stop the ongoing Israeli genocidal war against the Palestinian people and request that the necessary international protection be provided for them in accordance with the Geneva Conventions and international law; <\/p><\/div>\n

\n

2.   To demand that the Quartet shoulder its responsibilities and take immediate action with a view to taking a decisive stand to stop the Israeli aggression against the Palestinian people; <\/p><\/div>\n

\n

3.   To request the Secretary-General of the United Nations to present a report on the heinous crimes and aggressive practices of Israel against the Palestinian people; <\/p><\/div>\n

\n

4.   To urge States, organizations and associations, including the Red Cross and the Red Crescent, to offer immediate assistance to the Palestinian people in coping with the grave humanitarian situation that confronts them. <\/p><\/div>\n
