In paragraph 4, “2007-2008” should be replaced by “2006-2007”. <\/p><\/div>\n

25.  Ms. Rasheed<\/strong> (Observer for Palestine), speaking on behalf of the sponsors of A\/C.4\/61\/L.18, noted that the General Assembly had taken action on a resolution regarding the issue contained in A\/C.4\/61\/L.18 at its resumed tenth emergency special session and requested that no action should be taken on A\/C.4\/61\/L.18. <\/p><\/div>\n

27.  Mr. Cohen<\/strong> (Israel) said that his delegation had voted against the draft resolutions because they did not reflect reality on the ground and they did not constructively address the situation in the region. During the meetings of the Fourth Committee at the sixty-first session, Israel had been bombarded by rockets on a daily basis, Israeli citizens had been evacuated from their homes and nothing had been done to alleviate the plight of Israelis or Palestinians. The ceasefire that had been agreed on 26 November 2006 had shown that reality was changed on the ground through direct negotiation and not on First Avenue. Israel awaited a genuine Palestinian partner that desired peace. <\/p><\/div>\n

\n

28.   Mr. Siegel<\/strong> (United States of America) said that his delegation had abstained during voting on draft resolution A\/C.4\/61\/L.17 because that resolution addressed final status issues that needed to be left to the parties. The decision to abstain was based on his delegation’s regard for the Organization and the importance of dealing with serious issues in a responsible manner. His delegation had acted with reason and restraint by not blocking consensus on a Syrian Arab Republic candidate for the Committee on Conferences. Unfortunately, not all Member States shared that view. His delegation was deeply disappointed at the Syrian Arab Republic’s continued disregard for the United Nations and relevant Security Council resolutions. That country was using the Fourth Committee to direct accusations against Israel, while it flouted Security Council resolutions 1559 (2004), 1680 (2006) and 1701 (2006) and it had refused to treat Lebanon as a sovereign country. <\/p><\/div>\n

29.   It was alarming that the Syrian Arab Republic was working with Hizbollah and other Lebanese allies to destabilize the democratically elected Government of Lebanon. The Syrian Arab Republic’s political and material support for Hizbollah had been made clear during the hostilities that had occurred during 2006. He reiterated his delegation’s concern at the Syrian Government’s refusal to abide by the embargo on unauthorized weapons shipments into Lebanon in accordance with Security Council resolution 1701 (2006). The Syrian Arab Republic continued in violation of the relevant Security Council resolutions to allow its territory to be used by networks that destabilized Iraq and to host organizations that rejected peace efforts and launched terrorist attacks against Israel. He called on the Syrian Arab Republic to halt its support for terrorism, put an end to its efforts to destabilize Lebanon, prevent the use of its territory to support the insurgency in Iraq and stop the harassment of Syrian citizens who wanted to defend their rights or bring about democratic change in their country. <\/p><\/div>\n

30.   Mr. Bowman<\/strong> (Canada) said that his delegation remained deeply concerned about the human rights situation in the Occupied Palestinian Territories resulting from the escalation of violence in the Gaza Strip. Canada urged all parties to exercise restraint, protect civilian lives and infrastructure and refrain from any actions that could prejudge eventual negotiations, including the construction of settlements and access roads. His delegation had voted against draft resolution A\/C.4\/61\/L.16\/Rev.1 because it only focused on Israeli actions and did not present a balanced picture of the situation on the ground. Moreover, it did not condemn Palestinian actions, including suicide bombings or the launching of rockets. <\/p><\/div>\n

31.   Ms. Rasheed<\/strong> (Observer for Palestine) said that Member States had shown their unwavering commitment to international law in the light of the systematic violations of the human rights of the Palestinian people under Israeli occupation. The assistance provided by UNRWA to the Palestinian refugees continued to be essential. She welcomed the reaffirmation of the right of the refugees to return in accordance with General Assembly resolution 194 (III). Only by resolving the plight of the refugees could a peaceful resolution of the conflict be found. The draft resolutions that had just been adopted on Israeli practices addressed the serious violations of human rights by the occupying Power, which had caused the Palestinian civilian population great suffering. They also reaffirmed the applicability of international law. Israel, as the occupying Power, must abide by international humanitarian law, human rights law and United Nations resolutions. There was no doubt that adherence to international law would bring about an end to the conflict. <\/p><\/div>\n

32.  Mr. Taleb <\/strong>(Syrian Arab Republic) said that Member States had shown that they rejected the principle of occupation and violations of human rights and they had sent a message to Israel that its attempts to annex the occupied Syrian Golan by imposing its jurisdiction, expanding settlements and carrying out racist practices were null and void. By adopting the resolutions, Member States had reaffirmed the importance of the Committee’s work in investigating Israeli practices in the Occupied Arab Territories. Any attempt to weaken the Committee was a pretext for allowing Israel to continue its violations of international law. His country had reaffirmed that it supported finding a just and permanent peace settlement; Israel had responded with prevarication and had continued its practices in the Occupied Territories. It was unfortunate that some delegations had chosen not to support the resolution on the occupied Syrian Golan, since any hesitation would send the wrong message. It was untrue that weapons had been smuggled from his country to Lebanon; indeed, no such allegation had been made in United Nations reports or in statements by Lebanese officials. <\/p><\/div>\n
