SUMMARY STATEMENT BY THE SECRETARY-GENERAL ON MATTERS OF WHICH THE SECURITY COUNCIL IS SEIZED AND ON THE STAGE REACHED IN THEIR CONSIDERATION<\/strong><\/p><\/div>\n

\n

Addendum<\/u><\/strong><\/p><\/div>\n

\n

\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement. <\/p><\/div>\n

\n

\t<\/span>The list of items of which the Security Council is seized is contained in documents <\/span>S\/19420<\/a> of 11 January 1988,  S\/19420\/Add.7 of 25 February 1988 and S\/19420\/Add.11 of 25 March 1988.<\/span><\/p><\/div>\n

\n

\t<\/span>During the week ending 16 April 1988, the Security Council took action on the following item:<\/p><\/div>\n

\n

\t<\/span>The Security Council resumed its consideration of the item at its 2805th and 2806th meetings, held on 14 and 15 April 1988.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In the course of the meetings, in addition to the representatives previously invited, the President, with the consent of the Council, invited the representatives of Bangladesh and Pakistan, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In response to the request dated 14 April 1988 from the Acting Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the President, with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to the Acting Chairman of that Committee at its 2805th meeting on 14 April 1988.<\/p><\/div>\n

<\/p>\n

\t<\/span>In response to the request dated 14 April 1988 from the Permanent Representative of Jordan to the United Nations (S\/19773), the Security Council extended an invitation under rule 39 of its provisional rules of procedure to Mr. Engin A. Ansay at its 2806th meeting on 15 April 1988.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In response to the request dated 14 April 1988 from the Permanent Representative of Jordan to the United Nations (S\/19773), the Security Council extended an invitation under rule 39 of its provisional rules of procedure to Mr. Engin A. Ansay at its 2806th meeting on 15 April 1988.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At the same meeting, in response to the request dated 14 April 1988 from the Permanent Representative of Algeria to the United Nations (<\/span>S\/19776<\/a>), the Security Council extended an invitation under rule 39 of its provisional rules of procedure to Mr. Clovis Maksoud.<\/span><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Also, at the 2806th meeting, the President drew attention to the text of a draft resolution (S\/19780) submitted by Algeria, Argentina, Nepal, Senegal, Yugoslavia and Zambia, which read as follows:<\/p><\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>The Security Council<\/u>,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Expressing its grave concern<\/u> over the current situation in the occupied Palestinian territories,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span><\/span>Reaffirming<\/u><\/span> its resolution <\/span>605 (1987)<\/a> of 22 December 1987, <\/span>607 (1988<\/a>) of 5 January 1988 and <\/span>608 (1988)<\/a> of 14 January 1988,<\/span>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span><\/span>Recalling<\/u><\/span> the report of the Secretary-General of 21 January 1988 (<\/span>S\/19443<\/a>),<\/span>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Having been apprised<\/u> of the deportation by Israel, the occupying Power, of eight Palestinian civilians on 11 April 1988 and of its decision to continued the deportation of Palestinian civilians in the occupied territories,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Gravely concerned and alarmed<\/u> by the measures adopted by Israel against the civilian Palestinian people and its persistent policy of taking measures of collective punishment, such as the recent demolition of homes in the village of Beita,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Also expressing grave concern<\/u> over the action taken by the forces of the occupying Power against Sheikh Saad Eddin El-Alami, Head of the Supreme Islamic Council, who was assaulted and beaten in the Haram al-Sharif in Jerusalem, on 1 April 1988,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Reaffirms once again<\/u> that the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, is applicable to the Palestinian and other Arab territories, occupied by Israel since 1967, including Jerusalem,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Recalling in particular<\/u> the provisions of article 49 of the Fourth Geneva Convention and expressing alarm that Israel has continued to transfer its civilian population into the territory it occupies and has equipped those settlers with arms which have been used against the civilian Palestinian people,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Urges<\/u> Israel to abide immediately and scrupulously by the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, and to desist forthwith from its policies and practices that are in violation of the provisions of the Convention;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Urges further<\/u> Israel to rescind the order to deport Palestinian civilians and ensure the safe and immediate return to the occupied Palestinian territories of those already deported;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Urges once again<\/u> Israel to desist forthwith from deporting Palestinian civilians from the occupied territories;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>4.\t<\/span>Condemns<\/u> those policies and practices of Israel, the occupying Power, that violate the human rights of the Palestinian people in the occupied territories, and in particular the opening of fire by the Israeli army, resulting in the killing and wounding of defenceless Palestinian civilians;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>5.\t<\/span>Affirms<\/u> the urgent need to achieve, under the auspices of the United Nations, a comprehensive, just and lasting settlement of the Arab\/Israeli conflict, an integral part of which is the Palestinian problem, and expresses its determination to work towards that end;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>6.\t<\/span>Requests<\/u> the Secretary-General to submit periodic reports on the situation in the occupied territories, including those aspects relating to endeavours for ensuring the safety and protection of the Palestinian civilians under Israeli occupation;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>6.\t<\/span>Requests<\/u> the Secretary-General to submit periodic reports on the situation in the occupied territories, including those aspects relating to endeavours for ensuring the safety and protection of the Palestinian civilians under Israeli occupation;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>7.\t<\/span>Decides<\/u> to keep the situation in the Palestinian and other Arab territories occupied by Israel since 1967, including Jerusalem, under review.\n\t\t\t\t<\/div>\n

<\/p>\n

\n

\t<\/span>At the same meeting, the Security Council proceeded to vote on the draft resolution (S\/19780), which received 14 votes in favour, to 1 against (United States of America), with no abstentions, and was not adopted, owing to the negative vote of a permanent member of the Security Council.<\/p><\/div>\n
