25.\t<\/span><\/span>Mr. RICKARD<\/u><\/span> (Robert F. Kennedy Memorial) said that he was very concerned at the denial of the right to education in the occupied Palestinian territories. As the High Commissioner for Human Rights had noted in the report of her visit to those territories, more than 40 Palestinian schools had been closed or were unable to operate owing to curfews or closures. Israel had the right to ensure its security, but that right did not authorize it to take action whose consequences were so damaging to Palestinian children. Curfews should be imposed only in extreme circumstances and never as a punitive measure. Israel, which had ratified the International Covenant on Educational, Social and Cultural Rights, should take every possible measure to ensure that the right to education of Palestinian children was respected. For its part, the Palestinian Authority should ensure that corruption and cronyism did not interfere with the exercise of that right. <\/span><\/p><\/div>\n
