SUMMARY STATEMENT BY THE SECRETARY-GENERAL ON MATTERS OF WHICH THE SECURITY COUNCIL IS SEIZED AND ON THE STAGE REACHED IN THEIR CONSIDERATION<\/strong><\/p><\/div>\n

Addendum<\/u><\/strong><\/p><\/div>\n

\n

\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement. <\/p><\/div>\n

\n

\t<\/span>At its 2822nd meeting, on 29 July 1988, the Security Council resumed its consideration of the item, having before it the report of the Secretary-General on the United Nations Interim Force in Lebanon (UNIFIL) covering the period 23 January 1988 to 25 July 1988 (S\/20053).<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The President drew attention to the text of a draft resolution (S\/20069) which had been prepared in the course of the Council's consultations.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The President drew attention also to the text of a draft resolution (S\/20070), which was submitted by Argentina, France, Italy, Nepal, the Union of Soviet Socialist Republics and the United States of America.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Security Council first voted on the draft resolution contained in document S\/20069, and adopted it unanimously as resolution 617 (1988).<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Resolution 617 (1988) reads as follows:<\/p><\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>The Security Council<\/u>,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Recalling<\/u> its resolution 425 (1978) and 426 (1978) of 19 March 1978, 501 (1982) of 25 February 1982, 508 (1982) of 5 June 1982, 509 (1982) of 6 June 1982 and 520 (1982) of 17 September 1982, as well as all its resolutions on the situation in Lebanon,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Having studied<\/u> the report of the Secretary-General on the United Nations Interim Force in Lebanon of 25 July 1988 (S\/20053), and taking note of observations expressed therein,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Taking note<\/u> of the letter dated 13 July 1988 from the Permanent Representative of Lebanon to the United Nations addressed to the Secretary-General (S\/20014),\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Responding<\/u> to the request of the Government of Lebanon,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Decides<\/u> to extend the present mandate of the United Nations Interim Force in Lebanon for a further interim period of six months, that is, until 31 January 1989;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Reiterates<\/u> its strong support for the territorial integrity, sovereignty and independence of Lebanon within its internationally recognized boundaries;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Re-emphasizes<\/u> the terms of reference and general guidelines of the Force as stated in the report of the Secretary-General of 19 March 1978, approved by resolution 426 (1978), and calls upon all parties concerned to co-operate fully with the Force for the full implementation of its mandate;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>4.\t<\/span>Reiterates<\/u> that the Force should fully implement its mandate as defined in resolutions 425 (1978), 426 (1978) and all other relevant resolutions;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>5.\t<\/span>Requests<\/u> the Secretary-General to continue consultations with the Government of Lebanon and other parties directly concerned on the implementation of the present resolution and to report to the Security Council thereon.\n\t\t\t\t<\/div>\n

<\/p>\n

\n

\t<\/span><\/span>Following the adoption of resolution 617 (1988), the Security Council then proceeded to vote on the draft resolution contained in document S\/20070, and adopted it unanimously as resolution 618 (1988).<\/span><\/p><\/div>\n

\t<\/span>Resolution 618 (1988) reads as follows:<\/p><\/div>\n

\n\t\t\t\t\t<\/span>The Security Council<\/u>,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Taking note<\/u> of paragraph 23 of the Secretary-General's report on the United Nations Interim Force in Lebanon (S\/20053) concerning the abduction of Lieutenant-Colonel William Richard Higgins, a military observer of the United Nations Truce Supervision Organization serving with the Force,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Recalling<\/u> the Secretary-General's special report on the United Nations Interim Force in Lebanon (S\/19617),\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Recalling also its resolution 579 (1985) of 18 December 1985, which, inter alia<\/u>, condemned unequivocally all acts of hostage-taking and abduction and called for the immediate release of all hostages and abducted persons wherever and by whomever they are being held,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Condemns<\/u> the abduction of Lieutenant-Colonel Higgins;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Demands<\/u> his immediate release;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Calls upon<\/u> Member States to use their influence in any way possible to promote the implementation of the present resolution.\n\t\t\t\t<\/div>\n
