\n

\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>The Security Council resumed its consideration of the item at its 4292nd and 4293rd meetings, held in private on 14 March 2001 in accordance with the understanding reached in its prior consultations.<\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>At the close of the 4292nd meeting, in accordance with rule 55 of the provisional rules of procedure of the Security Council, the following communiqué was issued by the Secretary-General in place of a verbatim record:<\/p><\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>“At its 4292nd meeting, held in private on 14 March 2001, the Security Council considered the item entitled ‘The situation in the Middle East, including the Palestinian question’.\n\t\t\t\t<\/div>\n
\n\t\t\t\t\t<\/span>“The President, with the consent of the Council, invited the Deputy Prime Minister and Minister for Foreign Affairs of Israel, at his request, to participate in the discussion of the item without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council’s provisional rules of procedure.\n\t\t\t\t<\/div>\n
\n\t\t\t\t\t<\/span>“The members of the Council and the Deputy Prime Minister and Minister for Foreign Affairs of Israel had a constructive discussion.”\n\t\t\t\t<\/div>\n
\n\t\t\t\t\t<\/span>At the close of the 4293rd meeting, in accordance with rule 55 of the provisional rules of procedure of the Security Council, the following communiqué was issued by the Secretary-General in place of a verbatim record:\n\t\t\t\t<\/div>\n
\n\t\t\t\t\t<\/span>“At its 4293rd meeting, held in private on 14 March 2001, the Security Council considered the item entitled ‘The situation in the Middle East, including the Palestinian question’.\n\t\t\t\t<\/div>\n
\n\t\t\t\t\t<\/span>“The President drew attention to a letter dated 14 March 2001 from the Permanent Observer of Palestine to the United Nations (S\/2001\/222), requesting an invitation to participate in the meeting in accordance with the Council’s previous practice. In accordance with the rules of procedure and the previous practice in this regard, the President, with the consent of the Council, invited the Permanent Observer of Palestine to participate in the discussion.\n\t\t\t\t<\/div>\n
\n\t\t\t\t\t<\/span>“The members of the Council and the Permanent Observer of Palestine had a constructive discussion.”\n\t\t\t\t<\/div>\n
\n\t\t\t\t\t<\/span>By a letter dated 13 March 2001 addressed to the President of the Security Council (S\/2001\/216), the Permanent Representative of the United Arab Emirates to the United Nations, acting in his capacity as Chairman of the Group of Arab States for the month of March 2001, and on behalf of the members of the League of Arab States, requested that a meeting of the Security Council be convened “in order to examine the grave situation in the occupied Palestinian Territory, including Jerusalem”.\n\t\t\t\t<\/div>\n
\n

\t<\/span>The Security Council resumed its consideration of the item at its 4295th meeting, held on 15 March 2001 in response to that request. There were two suspensions and two resumptions of the meeting.<\/p><\/div>\n

\n

\t<\/span>The President, with the consent of the Council, invited the representatives of Algeria, Bahrain, Belgium, Egypt, the Islamic Republic of Iran, Iraq, Israel, Japan, Jordan, Kuwait, the Libyan Arab Jamahiriya, Malaysia, New Zealand, Pakistan, Qatar, Saudi Arabia, South Africa, the Sudan, Sweden, the Syrian Arab Republic, the United Arab Emirates and Yemen, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

\n

\t<\/span>In response to the request contained in a letter dated 15 March 2001 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S\/2001\/225), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion.<\/p><\/div>\n

\n

\t<\/span>In response to the request contained in a letter dated 14 March 2001 from the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the President extended an invitation under rule 39 of the Council’s provisional rules of procedure to Ibra Deguène Ka, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.<\/p><\/div>\n

\n

\t<\/span>The meeting was suspended.<\/p><\/div>\n

\n

\t<\/span><\/p><\/div>\n

\n

Upon the first resumption of the meeting on the same day, the President, with the consent of the Council, invited the representatives of Cuba, Mauritania and Morocco, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>The situation between Eritrea and Ethiopia<\/strong> (see<\/i> S\/1998\/44\/Add.25; S\/1999\/25\/Add.3, 5 and 7; S\/2000\/40\/Add.18, 19, 30, 32, 36, 45 and 46; and S\/2001\/15\/Add.6)<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Security Council resumed its consideration of the item at its 4294th meeting, held on 15 March 2001 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on Ethiopia and Eritrea (S\/2001\/202).<\/p><\/div>\n

\n

\t<\/span>The President drew attention to a draft resolution (S\/2001\/223) that had been prepared in the course of the Council’s prior consultations.<\/p><\/div>\n

\n

\t<\/span><\/p><\/div>\n

\n

The Security Council proceeded to vote on draft resolution S\/2001\/223, and adopted it unanimously as resolution 1344 (2001) (for the text, see S\/RES\/1344 (2001); to be issued in Official Records of the Security Council, Fifty-sixth Year, Resolutions and Decisions of the Security Council, 2001<\/i>).<\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>Security Council resolutions 1160 (1998), 1199 (1998), 1203 (1998), 1239 (1999) and 1244 (1999)<\/strong> (see<\/i> S\/1999\/25\/Add.43 and 51; S\/2000\/40\/Add.6, 9, 18, 22, 27, 33, 38, 45, 46 and 50; and S\/2001\/15\/Add.3, 7 and 10; see also<\/i> S\/1998\/44\/Add.13, 34, 38 and 42; and S\/1999\/25\/Add.2, 3, 11, 18 and 22)<\/p><\/div>\n

\t<\/span>The Security Council resumed its consideration of the item at its 4296th and 4298th meetings, held on 16 March 2001 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the United Nations Interim Administration Mission in Kosovo (S\/2001\/218).<\/p><\/div>\n

\n

\t<\/span>At the 4296th meeting, the President, with the consent of the Council, invited the representatives of Albania, Bulgaria, Sweden, the former Yugoslav Republic of Macedonia, Turkey and Yugoslavia, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

\n

\t<\/span>In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Hans Haekkerup, Special Representative of the Secretary-General and Head of the United Nations Interim Administration Mission in Kosovo.<\/p><\/div>\n

\t<\/span><\/p><\/div>\n

\n

At the 4298th meeting, the President stated that, following consultations of the Council, he had been authorized to make a statement on behalf of the Council and read out the text of that statement (for the text, see S\/PRST\/2001\/8; to be issued in Official Records of the Security Council, Fifty-sixth Year, Resolutions and Decisions of the Security Council, 2001<\/i>).<\/p><\/div>\n

\t\t<\/span>The situation in Burundi<\/strong> (see<\/i> S\/25070\/Add.43 and 46; S\/1994\/20\/Add.29, 33, 41 and 50; S\/1995\/40\/Add.4, 9, 12 and 34; S\/1996\/15 and Add.4, 9, 16, 19, 29, 30 and 34; S\/1997\/40\/Add.21; S\/1999\/25\/Add.44; S\/2000\/40\/Add.2 and 38; and S\/2001\/15\/Add.9)<\/p><\/div>\n

\t<\/span>The Security Council resumed its consideration of the item at its 4297th meeting, held in private on 16 March 2001 in accordance with the understanding reached in its prior consultations.<\/p><\/div>\n

\n

\t<\/span>In accordance with rule 55 of the provisional rules of procedure of the Security Council, the following communiqué was issued by the Secretary-General in place of a verbatim record:<\/p><\/div>\n
