font-size:smaller\">\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#8220;The President drew attention to a letter dated 14 March 2001 from the Permanent Observer of Palestine to the United Nations (S\/2001\/222), requesting an invitation to participate in the meeting in accordance with the Council&#8217;s previous practice. In accordance with the rules of procedure and the previous practice in this regard, the President, with the consent of the Council, invited the Permanent Observer of Palestine to participate in the discussion.\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#8220;The members of the Council and the Permanent Observer of Palestine had a constructive discussion.&#8221;\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>By a letter dated 13 March 2001 addressed to the President of the Security Council (S\/2001\/216), the Permanent Representative of the United Arab Emirates to the United Nations, acting in his capacity as Chairman of the Group of Arab States for the month of March 2001, and on behalf of the members of the League of Arab States, requested that a meeting of the Security Council be convened &#8220;in order to examine the grave situation in the occupied Palestinian Territory, including Jerusalem&#8221;.\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council resumed its consideration of the item at its 4295th meeting, held on 15 March 2001 in response to that request. There were two suspensions and two resumptions of the meeting.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The President, with the consent of the Council, invited the representatives of Algeria, Bahrain, Belgium, Egypt, the Islamic Republic of Iran, Iraq, Israel, Japan, Jordan, Kuwait, the Libyan Arab Jamahiriya, Malaysia, New Zealand, Pakistan, Qatar, Saudi Arabia, South Africa, the Sudan, Sweden, the Syrian Arab Republic, the United Arab Emirates and Yemen, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In response to the request contained in a letter dated 15 March 2001 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S\/2001\/225), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In response to the request contained in a letter dated 14 March 2001 from the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the President extended an invitation under rule 39 of the Council&#8217;s provisional rules of procedure to Ibra Degu&#232;ne Ka, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The meeting was suspended.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Upon the first resumption of the meeting on the same day, the President, with the consent of the Council, invited the representatives of Cuba, Mauritania and Morocco, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t\t<\/span><strong>The situation between Eritrea and Ethiopia<\/strong>&nbsp;(<i>see<\/i>&nbsp;S\/1998\/44\/Add.25; S\/1999\/25\/Add.3, 5 and 7; S\/2000\/40\/Add.18, 19, 30, 32, 36, 45 and 46; font-size:smaller\">\t<\/span>The Security Council resumed its consideration of the item at its 4294th meeting, held on 15 March 2001 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on Ethiopia and Eritrea (S\/2001\/202).<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The President drew attention to a draft resolution (S\/2001\/223) that had been prepared in the course of the Council&#8217;s prior consultations.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Security Council proceeded to vote on draft resolution S\/2001\/223, and adopted it unanimously as resolution 1344 (2001) (for the text, see S\/RES\/1344 (2001); to be issued in <i>Official Records of the Security Council, Fifty-sixth Year, Resolutions and Decisions of the Security Council, 2001<\/i>).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council resumed its consideration of the item at its 4296th and 4298th meetings, held on 16 March 2001 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the United Nations Interim Administration Mission in Kosovo (S\/2001\/218).<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the 4296th meeting, the President, with the consent of the Council, invited the representatives of Albania, Bulgaria, Sweden, the former Yugoslav Republic of Macedonia, Turkey and Yugoslavia, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In accordance with the understanding reached in the Council&#8217;s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council&#8217;s provisional rules of procedure to Hans Haekkerup, Special Representative of the Secretary-General and Head of the United Nations Interim Administration Mission in Kosovo.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre;
