Summary statement by the Secretary-General on matters of which the<\/strong><\/p><\/div>\n

\n

Security Council is seized and on the stage reached in their consideration<\/strong><\/p><\/div>\n

\n

\t<\/span>Addendum<\/strong><\/p><\/div>\n

\n

\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n

\n

\t<\/span>The list of items of which the Security Council is seized is contained in documents S\/2000\/40 of 15 February 2000, S\/2000\/40\/Add.1 of 21 February 2000, S\/2000\/40\/Add.5 of 28 March 2000, S\/2000\/40\/Add.8 of 14 April 2000, S\/2000\/40\/Add.9 of 19 April 2000, S\/2000\/40\/Add.15 of 23 May 2000 and S\/2000\/40\/Add.28 of 31 July 2000.<\/p><\/div>\n

\t<\/span>During the week ending 29 July 2000, the Security Council took action on the following items:<\/p><\/div>\n

The situation concerning Western Sahara<\/strong> (see<\/i> S\/11593\/Add.42 and 44; S\/19420\/Add.38; S\/21100\/Add.25; S\/22110\/Add.17; S\/23370; S\/25070\/Add.9; S\/1994\/20\/Add.12, 29 and 45; S\/1995\/40\/Add.1, 14, 20, 25, 37 and 50; S\/1996\/15\/Add.21 and 47; S\/1997\/40\/Add.11, 20, 39 and 42; S\/1998\/44\/Add.4, 15, 29, 37, 43 and 50; S\/1999\/25\/Add.3, 5, 12, 16, 18, 36 and 49; and S\/2000\/40\/Add.8 and 21)<\/p><\/div>\n

\t<\/span>The Security Council resumed its consideration of the item at its 4175th meeting, held on 25 July 2000 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the situation concerning Western Sahara (S\/2000\/683).<\/p><\/div>\n

\n

\t<\/span>The President drew attention to a draft resolution (S\/2000\/728) that had been prepared in the course of the Council’s prior consultations.<\/p><\/div>\n

\n

\t<\/span>The Security Council proceeded to vote on draft resolution S\/2000\/728, and adopted it unanimously as resolution 1309 (2000) (for the text, see S\/RES\/1309 (2000); to be issued in Official Records of the Security Council, Fifty-fifth Year, Resolutions and Decisions of the Security Council, 2000<\/i>).<\/p><\/div>\n

<\/p>\n

\n

Children and armed conflict<\/strong> (see<\/i> S\/1998\/44\/Add.26; and S\/1999\/25\/Add.33)<\/p><\/div>\n

\n

\t<\/span>The Security Council resumed its consideration of the item at its 4176th meeting, held on 26 July 2000 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General to the Security Council on the implementation of resolution 1261 (1999) on children and armed conflict (S\/2000\/712). There was one suspension and one resumption of the meeting.<\/p><\/div>\n

\n

\t<\/span>The President, with the consent of the Council, invited the representatives of Austria, Barbados, Colombia, the Democratic Republic of the Congo, Ecuador, India, Indonesia, Iraq, Japan, Kenya, Lesotho, Mozambique, Nepal, New Zealand, Nigeria, Norway, Senegal, Sierra Leone, South Africa, Uganda and the United Republic of Tanzania, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

\n

\t<\/span>In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Mr. Olara Otunnu, Special Representative of the Secretary-General for Children and Armed Conflict, Ms. Carol Bellamy, Executive Director of the United Nations Children’s Fund, and Mrs. Sylvie Junod, Head of the delegation of the International Committee of the Red Cross to the United Nations.<\/p><\/div>\n

\n

\t<\/span>In response to the request contained in a letter dated 24 July 2000 from the Permanent Representative of Malaysia to the United Nations (S\/2000\/734), the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Mr. Mokhtar Lamani, Permanent Observer of the Organization of the Islamic Conference to the United Nations.<\/p><\/div>\n

\n

\t<\/span>The meeting was suspended.<\/p><\/div>\n

\n

\t<\/span>Upon the resumption of the meeting, the President, with the consent of the Council, invited the representative of the Sudan, at his request, to participate in the discussion of the item without the right to vote.<\/p><\/div>\n

\t<\/span>The Security Council resumed its consideration of the item at its 4177th meeting, held on 27 July 2000 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the United Nations Interim Force in Lebanon (S\/2000\/718) and a letter dated 24 July 2000 from the Secretary-General addressed to the President of the Security Council (S\/2000\/731).<\/p><\/div>\n

\t<\/span>The President drew attention to a draft resolution (S\/2000\/741) that had been prepared in the course of the Council’s prior consultations.<\/p><\/div>\n

\n

\t<\/span>The Security Council proceeded to vote on draft resolution S\/2000\/741, and adopted it unanimously as resolution 1310 (2000) (for the text, see S\/RES\/1310 (2000); to be issued in Official Records of the Security Council, Fifty-fifth Year, Resolutions and Decisions of the Security Council, 2000<\/i>).<\/p><\/div>\n

\t<\/span>The Security Council resumed its consideration of the item at its 4178th meeting, held on 27 July 2000 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the United Nations Office in Angola (S\/2000\/678). There was one suspension and one resumption of the meeting.<\/p><\/div>\n

\n

\t<\/span>The President, with the consent of the Council, invited the representatives of Angola, Brazil, Japan, Lesotho, Mozambique and Norway, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

\n

\t<\/span>In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Mr. Ibrahim A. Gambari, Under-Secretary-General and Special Adviser on Africa.<\/p><\/div>\n

\t<\/span>The Security Council resumed its consideration of the item at its 4179th meeting, held on 28 July 2000 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General concerning the situation in Abkhazia, Georgia (S\/2000\/697).<\/p><\/div>\n

\t<\/span>The President drew attention to a draft resolution (S\/2000\/743) that had been prepared in the course of the Council’s prior consultations.<\/p><\/div>\n

\n

\t<\/span>The Council proceeded to vote on draft resolution S\/2000\/743, and adopted it unanimously as resolution 1311 (2000) (for the text, see S\/RES\/1311 (2000); to be issued in Official Records of the Security Council, Fifty-fifth Year, Resolutions and Decisions of the Security Council, 2000<\/i>).<\/p><\/div>\n

\t<\/span>The Security Council resumed its consideration of the item at its 4180th meeting, held on 28 July 2000 in accordance with the understanding reached in its prior consultation, having before it the report of the Secretary-General on the United Nations Transitional Administration in East Timor (S\/2000\/738).<\/p><\/div>\n

\n

\t<\/span>The President, with the consent of the Council, invited the representatives of Australia, Indonesia, Japan, New Zealand and Portugal, at their request, to participate in the discussion of the item without the right to vote.<\/p><\/div>\n

\n

\t<\/span>In accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to Mr. Hédi Annabi, Assistant Secretary-General for Peacekeeping Operations.<\/p><\/div>\n
