font-size:smaller\">\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council resumed its consideration of the item at its 4175th meeting, held on 25 July 2000 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the situation concerning Western Sahara (S\/2000\/683).<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The President drew attention to a draft resolution (S\/2000\/728) that had been prepared in the course of the Council&#8217;s prior consultations.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council proceeded to vote on draft resolution S\/2000\/728, and adopted it unanimously as resolution 1309 (2000) (for the text, see S\/RES\/1309 (2000); to be issued in <i>Official Records of the Security Council, Fifty-fifth Year, Resolutions and Decisions of the Security Council, 2000<\/i>).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>Children and armed conflict<\/strong>&nbsp;(<i>see<\/i>&nbsp;S\/1998\/44\/Add.26; and S\/1999\/25\/Add.33)<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council resumed its consideration of the item at its 4176th meeting, held on 26 July 2000 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General to the Security Council on the implementation of resolution 1261 (1999) on children and armed conflict (S\/2000\/712). There was one suspension and one resumption of the meeting.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The President, with the consent of the Council, invited the representatives of Austria, Barbados, Colombia, the Democratic Republic of the Congo, Ecuador, India, Indonesia, Iraq, Japan, Kenya, Lesotho, Mozambique, Nepal, New Zealand, Nigeria, Norway, Senegal, Sierra Leone, South Africa, Uganda and the United Republic of Tanzania, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In accordance with the understanding reached in the Council&#8217;s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council&#8217;s provisional rules of procedure to Mr. Olara Otunnu, Special Representative of the Secretary-General for Children and Armed Conflict, Ms. Carol Bellamy, Executive Director of the United Nations Children&#8217;s Fund, and Mrs. Sylvie Junod, Head of the delegation of the International Committee of the Red Cross to the United Nations.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In response to the request contained in a letter dated 24 July 2000 from the Permanent Representative of Malaysia to the United Nations (S\/2000\/734), the President, with the consent of the Council, extended an invitation under rule 39 of the Council&#8217;s provisional rules of procedure to Mr. Mokhtar Lamani, Permanent Observer of the Organization of the Islamic Conference to the United Nations.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre;
