\t<\/span>In the Middle East, Israelis and Palestinians must return to the negotiating table.  The Palestinian leader should make a public appeal for an end to the violence, and the Israelis should exercise restraint in handling the situation.<\/p><\/div>\n

\t<\/span>Mr. NGUYEN QUY BINH<\/u> (Viet Nam) said that the world had witnessed, on the one hand, ever increasing progress in the promotion and protection of human rights, particularly political and civil rights, and, on the other hand, violence and conflicts that threatened to deprive the peoples of many parts of the world of their basic rights and freedoms.  People were still discriminated against on the grounds of race, colour or origin; and racist propaganda was not prohibited everywhere, on the pretext that freedom of expression must be protected.  The Palestinian people continued to shed their blood to assert their rights in their homeland.  The forthcoming World Conference would offer the opportunity to make real progress in that regard.<\/p><\/div>\n
