ADOPTION OF THE AGENDA<\/p><\/div>\n

1.   The agenda was adopted<\/u>.<\/p><\/div>\n

<\/p>\n

\n

DRAFT REPORT OF THE COMMITTEE TO THE GENERAL ASSEMBLY AT ITS FORTY-SEVENTH<\/p><\/div>\n

\n

SESSION (A\/AC.183\/1992\/CRP.2\/Rev.1)<\/p><\/div>\n

<\/p>\n

\n

2.   Mr. CAMILLERI<\/u> (Malta), Rapporteur, introducing the draft report of the<\/p><\/div>\n

\n

Committee to the General Assembly (A\/AC.183\/1992\/CRP.2\/Rev.1), said that the<\/p><\/div>\n

\n

draft had been the object of thorough consideration by the Working Group at<\/p><\/div>\n

\n

its meeting held on 26 October 1992.  In accordance with established practice,<\/p><\/div>\n

\n

the annexes, listed in the table of contents, would consist of the original<\/p><\/div>\n

\n

recommendations of the Committee and the recommendations and declarations<\/p><\/div>\n

\n

adopted by participants in regional seminars and non-governmental organization<\/p><\/div>\n

\n

meetings and symposia, preceded by a brief factual introduction.  Since those<\/p><\/div>\n

\n

documents were already known to the Committee, they had not been circulated<\/p><\/div>\n

\n

again.<\/p><\/div>\n

\n

3.   Briefly summarizing the contents of the report, he said that the main<\/p><\/div>\n

\n

body of the report was in chapter IV, which gave an account of the action<\/p><\/div>\n

\n

taken by the Committee and the Division for Palestinian Rights in<\/p><\/div>\n

\n

implementation of their respective mandates.  Chapter VI contained the<\/p><\/div>\n

\n

Committee's recommendations, which had been drafted taking into account recent<\/p><\/div>\n

\n

developments.  He trusted that the report could be adopted by the Committee at<\/p><\/div>\n

\n

the current meeting for submission to the General Assembly as soon as possible.<\/p><\/div>\n

<\/p>\n

\n

4.   The draft report was adopted chapter by chapter and as a whole<\/u>.<\/p><\/div>\n

<\/p>\n

\n

OTHER MATTERS<\/p><\/div>\n

<\/p>\n

\n

5.   Mr. AL-KIDWA<\/u> (Observer for Palestine) said that in the year since the<\/p><\/div>\n

\n

launching of the Middle East peace process in Madrid no significant results<\/p><\/div>\n

\n

had been achieved.  The Palestinian leadership had addressed messages to the<\/p><\/div>\n

\n

Secretary-General of the United Nations and to the Presidents of the United<\/p><\/div>\n

\n

States and the Russian Federation, who were custodians of the peace process,<\/p><\/div>\n

\n

in which it had called attention to the need for a new impetus to the peace<\/p><\/div>\n

\n

process.  Also, in the absence of progress, it was important to ensure that<\/p><\/div>\n

\n

the United Nations continued to discharge its responsibilities towards the<\/p><\/div>\n

\n

Palestinian people in the occupied territory.<\/p><\/div>\n

<\/p>\n

\n

6.   The recent invitation to the Secretary-General to participate officially<\/p><\/div>\n

\n

in the meetings of the multilateral committees, which were part of the Middle<\/p><\/div>\n

\n

East peace process, was a welcome development.  There was a need, however, for<\/p><\/div>\n

\n

greater participation by the United Nations not only in the multilateral<\/p><\/div>\n

\n

committees but also in bilateral talks and in any other arrangements which<\/p><\/div>\n

\n

might emerge.<\/p><\/div>\n

<\/p>\n

\n

7.   When the Secretary-General had requested his views on the implementation<\/p><\/div>\n

\n

of General Assembly resolution <\/span>46\/75<\/a> concerning an International Peace<\/span><\/p><\/div>\n

\n

Conference on the Middle East, he had replied that the position of the General<\/p><\/div>\n

\n

Assembly on the need for an International Peace Conference was correct and<\/p><\/div>\n

\n

still represented the most effective means of achieving peace in the Middle<\/p><\/div>\n

\n

East.  While the Palestinian leadership was disappointed that the proposed<\/p><\/div>\n

\n

Conference had not yet been convened, it would continue to support the current<\/p><\/div>\n

\n

peace process, provided that the principles set forth in resolution 46\/75 were<\/p><\/div>\n

\n

included in any final settlement.  Moreover, in view of the complex situation<\/p><\/div>\n

\n

in the Middle East, it still held the view that an International Peace<\/p><\/div>\n

\n

Conference should be held at a later stage.  That view was similar to the<\/p><\/div>\n

\n

position adopted on the matter by the Non-Aligned Movement at its recent<\/p><\/div>\n

\n

summit meeting in Indonesia.<\/p><\/div>\n

<\/p>\n

\n

8.   He wished to appeal to the members of the Committee to continue at the<\/p><\/div>\n

\n

current session to support the relevant resolutions of the General Assembly on<\/p><\/div>\n

\n

the question of Palestine.  As Chairman of the Arab Group of the Whole for<\/p><\/div>\n

\n

November, he would welcome the ideas and suggestions of representatives of<\/p><\/div>\n

\n

other geographical groups.<\/p><\/div>\n

<\/p>\n

\n

9.   The CHAIRMAN<\/u> said that the Committee was ready to support not only the<\/p><\/div>\n

\n

Palestinians in general but also the work at the United Nations of the<\/p><\/div>\n

\n

Observer for Palestine.  While the Secretary-General had indicated his support<\/p><\/div>\n

\n

for the international peace process, the convening of an International Peace<\/p><\/div>\n

\n

Conference on the Middle East would still be a welcome development.  The reply<\/p><\/div>\n

\n

of the Observer for Palestine to the letter from the Secretary-General fully<\/p><\/div>\n

\n

reflected the views that the Committee itself would have expressed on the<\/p><\/div>\n

\n

matter.  He hoped, lastly, that the appeal by the Observer for Palestine for<\/p><\/div>\n

\n

support for his work at the United Nations would not go unheeded.<\/p><\/div>\n
