Seville, Spain, 30 June 2025<\/strong> \u2014 On the first day of the Fourth International Conference on Financing for Development (FFD4), Heads of State and Governments and global leaders gathered to launch the Sevilla Platform for Action (SPA)<\/strong><\/a> \u2013 a major step to begin implementing the Compromiso de Sevilla <\/em><\/a>without delay.<\/p>\n

The Platform brings together more than 130 initiatives designed to deliver on the bold commitments set out in the FFD4 outcome document, setting the tone for an ambitious and action-oriented Conference.<\/p>\n

As the world faces a mounting sustainable development crisis and progress on the SDG remains off track, the initiatives of the SPA features concrete actions to support the renewed global financing framework that world leaders are adopting in Sevilla. These initiatives will help countries mobilize resources for an SDG investment push, build developing country capacity, help address the sustainable development debt crisis, and take steps to improve the financing architecture.<\/p>\n

Opening the event, Pedro S\u00e1nchez, Prime Minister of the Government of Spain highlighted the urgency of collective action to advance the FFD4 outcome. The Prime Minister said that \u201cthe Sevilla Platform for Action represents a critical opportunity to restore trust in multilateralism and deliver tangible financing, as part of FFD4\u201d and added that \u201cthrough this Platform, global leaders, international organizations, private sector and civil society will build alliances and lead more than 130 innovative and transformative initiatives with a measurable impact\u201d.<\/p>\n

Ant\u00f3nio Guterres, the United Nations Secretary-General, underscored the importance of the SPA as a catalyst for joint action and delivery. \u201cIn the midst of a world of division, conflict and economic uncertainty, this Platform contains more than 130 specific initiatives that demonstrate what we can achieve by working together,\u201d said the Secretary-General.<\/p>\n

Following the opening remarks, interventions demonstrated strong political commitment to start implementing the Compromiso de <\/em>Sevilla<\/em>.<\/p>\n

Through the Platform, participating countries and stakeholders will announce their initiatives throughout the Conference. These initiatives focus on delivering on the promises of the Comprimso de Sevilla<\/em>, including through financial commitments and concrete actions to deliver an SDG investment push, address the sustainable development debt crisis, and support architecture reform at national and global levels. Notable initiatives include a global hub for debt swaps for development at the World Bank and a debt pause clause alliance \u2013 championed by Spain and a coalition of partners.<\/p>\n

The SPA represents an opportunity to restore trust in multilateralism and deliver tangible financing as part of FFD4. The Fourth International Conference on Financing for Development (FFD4) takes place in Sevilla, Spain, from 30 June to 3 July 2025, with a mandate from the UN General Assembly to support reform of the international financial architecture.<\/p>\n
