The President circulates a letter of 28 September 2026 from H.E. Mr. Jérôme Bonnafont, President of the Security Council, enclosing as its annex the special report of the Security Council on the use of the veto at its 10,224th meeting, held on 17 September 2026 under the agenda item “Non-Proliferation”. The report was submitted under paragraph 3 of General Assembly resolution 76/262 and will be issued as an official document of the General Assembly under the symbol A/81/395. The letter recalls that the President will convene a formal meeting of the General Assembly on Thursday, 1 October 2026 to debate the situation in respect of which the veto was cast, and asks delegations to limit statements to five minutes in a national capacity and seven minutes on behalf of a group of States.
