{"id":248083,"date":"2022-10-31T15:02:14","date_gmt":"2022-10-31T19:02:14","guid":{"rendered":"https:\/\/www.un.org\/pga\/77\/?p=248083"},"modified":"2022-10-31T15:03:30","modified_gmt":"2022-10-31T19:03:30","slug":"248083","status":"publish","type":"post","link":"https:\/\/www.un.org\/pga\/77\/2022\/10\/31\/248083\/","title":{"rendered":"Noon Briefing Highlights \u2013 Monday, 31 October 2022"},"content":{"rendered":"<p style=\"text-align: center\"><strong>NOON BRIEFING HIGHLIGHTS <\/strong><\/p>\n<p style=\"text-align: center\"><strong>Spokesperson for General Assembly President Csaba K\u0151r\u00f6si<br \/>\nUnited Nations Headquarters, New York<\/strong><\/p>\n<p style=\"text-align: center\"><strong>Monday, 31 October 2022<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>ICC<\/strong><\/p>\n<p>The General Assembly is today holding a debate on the report of the International Criminal Court, which this year marks its 20<sup>th<\/sup> anniversary.<\/p>\n<p>In his opening remark, President Csaba K\u0151r\u00f6si called the ICC \u201ca paragon of governance and institutional culture.\u201d<\/p>\n<p>He said the Court holds those guilty of the gravest crimes accountable and serves both as a <strong>\u00a0<\/strong>deterrent and as a model for domestic criminal law systems.<\/p>\n<p>He called on all Member States to support the ICC\u2019s important mission and to achieve the ultimate goal: the universal ratification of the Rome Statue.<\/p>\n<p>The President\u2019s remarks were delivered in Arabic, English, French and Russian.<\/p>\n<p>Following the debate, Member States are expected to take action on a draft resolution.<\/p>\n<p>The resolution was introduced by the Permanent Representative of The Netherlands, Ambassador Yoka Brandt.<\/p>\n<p>She spoke following the introduction of the ICC report by Judge Piotr Hofmanski, the President of the International Criminal Court.<\/p>\n<p>President K\u0151r\u00f6si had a bilateral meeting with Judge Hofmanski earlier this morning.<\/p>\n<p>One of the calls in the resolution that will be acted on, is for States parties to the Rome Statute that have not yet done so to adopt national legislation to implement obligations emanating from the Rome Statute\u2026 and to cooperate with the International Criminal Court in the exercise of its functions.<\/p>\n<p><em>Full remarks at <a href=\"https:\/\/www.un.org\/pga\/77\/2022\/10\/31\/pga-remarks-at-the-general-assembly-plenary-meeting-report-of-the-international-criminal-court\/\">https:\/\/www.un.org\/pga\/77\/2022\/10\/31\/pga-remarks-at-the-general-assembly-plenary-meeting-report-of-the-international-criminal-court\/<\/a> <\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>ATTACKS IN SOMALIA<\/strong><\/p>\n<p>Before beginning the debate, President K\u0151r\u00f6si took a moment to express his sympathy following the latest attack in Mogadishu.<\/p>\n<p>He spoke on behalf of the General Assembly membership, saying \u201cwe stand in solidarity with the Government and the people of Somalia, against violent extremism.\u201d<\/p>\n<p><em>Watch at <a href=\"https:\/\/twitter.com\/UN_PGA\/status\/1587102030706900992\">https:\/\/twitter.com\/UN_PGA\/status\/1587102030706900992<\/a> <\/em><\/p>\n<p><strong>COMING UP IN THE GENERAL ASSEMBLY<\/strong><\/p>\n<p>This afternoon in the General Assembly\u2026<\/p>\n<p>At 3pm today, the General Assembly will consider a recommendation from the Fifth Committee, related to UNAMA\u2019s budget.<\/p>\n<p>Tomorrow, on 1 November, the General Assembly will debate the Human Rights Council\u2019s report.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>BILATERALS<\/strong><\/p>\n<p>Turning to the President\u2019s bilaterals today\u2026 He will be meeting with Inspector Melinda McCormack. This is part of the President\u2019s regular meetings with the UN Department of Safety and Security.<\/p>\n<p>President K\u0151r\u00f6si will meet today with UNHCR High Commissioner Filippo Grandi. They will discuss topics of mutual interest and concern.<\/p>\n<p>The President will also meet today with Ambassador Carlos Amor\u00edn, the Permanent Representative of Uruguay.<\/p>\n<p>As well as with the Mr. Amitabh Kant, the G20 Sherpa of India.
