Mr. Abdulla Shahid, President of the 76th session of the United Nations General Assembly<\/h3>\n<p style=\"text-align: center\"><strong>25 April 2022<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Excellencies<\/p>\n<p>Dear friends,<\/p>\n<p>I am honoured to address this seventh edition of the Raisina Dialogue.<\/p>\n<p>I thank the Ministry of External Affairs of India and the Observer Research Foundation for inviting me to speak on the \u2018Role of the UN in a Polarizing World\u2019.<\/p>\n<p>We meet against the backdrop of a once-in-a-century pandemic, a deepening climate crisis, and an undesirable and patently avoidable military confrontation.<\/p>\n<p>While we are yet to fully grapple with the socio-economic costs of an unfinished pandemic which normalized school closures, devastated industries, disrupted global supply chains and rendered millions jobless, we have now been hit by a military aggression that is unleashing tectonic waves across the global energy, commodity and financial markets.<\/p>\n<p>The UN estimates that as a result of the Ukraine-Russia conflict, about 1.7 billion people in 107 economies are \u201cseverely exposed\u201d to either rising food prices, surging fuel prices, or have governments struggling to make debt payments and stabilize their economies.<\/p>\n<p>That includes 41 countries in Africa, 38 in the Asia-Pacific and 28 in the Latin American and the Caribbean region.<\/p>\n<p>The ongoing conflict when combined with the already devastating impacts of the pandemic and climate change will have a cascading effect setting us back on decades of progress in tackling global poverty, widening inequalities everywhere, and undoing decades of progress on gender equality.<\/p>\n<p>Even as the conflict in Ukraine is unfolding, the remaining threats to our peace, security and safety are not on hold.<\/p>\n<p>The pandemic exposed the global populace to the fragmented and overstretched health systems around the world.<\/p>\n<p>Conflicts in Palestine, Syria, Yemen, Libya, Ethiopia, Mali, Afghanistan and Myanmar, continue to persist.<\/p>\n<p>While these crises are becoming more internationalized, with the involvement of regional and global actors, they are also becoming more fragmented.<\/p>\n<p>Today, multiple actors operate in loose and rapidly shifting coalitions, across borders with different agendas.<\/p>\n<p>Extremism, terrorism, illicit financial flows and cyberwarfare are exacting a devastating toll and creating an acute risk of violence and conflict.<\/p>\n<p>Deliberate and often covert spreading of fake information, has radically altered the media and security landscape.<\/p>\n<p>How information is used, manipulated, and falsified is at the very core of conflict today.<\/p>\n<p>There is also growing concern over risks posed by large technology companies.<\/p>\n<p>When tech companies rather than governments become arbiters of truth, then discerning between information and disinformation becomes a challenge.<\/p>\n<p>In the midst of all of this, hotter heat waves, drier droughts, bigger storm surges and greater snowfall are increasingly becoming common weather phenomena.<\/p>\n<p>We didn\u2019t need a rainfall in Greenland to remind us of the need to redouble climate action or to stick to the 1.5C ceiling and minimize climate-change harm to the people and the planet.<\/p>\n<p>From phasing out fossil fuels to transiting to green energy, action is demanded of both the developed and the developing countries.<\/p>\n<p>Whether it is mitigation or adaptation, finance and technology commitments made need to be fulfilled in time.<\/p>\n<p>Excellencies,<\/p>\n<p>It is no surprise that we live in a polarized world, with polarized issues.<\/p>\n<p>At the same time, in our globalized world these issues interconnect with each other. We cannot address them working separately, because global threats require global solutions.<\/p>\n<p>It is more vital now than ever to embrace the principles and values of multilateralism.<\/p>\n<p>We need to strengthen our collective ability to anticipate, prevent, and manage complex risks such as disease outbreaks, new wars, massive cyberattacks, environmental disasters, or other unforeseen events.<\/p>\n<p>We need to revive and strengthen our capacity to tackle poverty and inequality, ensure inclusion, equal participation, and justice.<\/p>\n<p>We need to build on existing initiatives and involve the relevant stakeholders toward effectively regulating the Internet in order to create a safe, free, and open digital environment, where the flow of data in a trusted environment is guaranteed.<\/p>\n<p>Protection of the environment and health as well as social standards must be placed at the heart of our economic models while ensuring the necessary conditions for innovation.<\/p>\n<p>We must endeavor to provide new age education for all that would equip the next generation with not only digital skills, but an appreciation of different cultures, acceptance of pluralism, and nurture tolerance and respect for freedom of conscience.<\/p>\n<p>We need to ensure that the global recovery reaches everybody.<\/p>\n<p>But around the world, there is a growing skepticism of multilateralism.<\/p>\n<p>Increasingly, people question if the United Nations is even necessary.<\/p>\n<p>My response to those skeptics is that the United Nations still remains the most viable and best placed organization to address global challenges.<\/p>\n<p>The United Nations, especially the General Assembly, remains a forum where each and every country matters &#8211; regardless of their size or might.<\/p>\n<p>In a world where important discussions increasingly take place in exclusive spaces, there is a need to preserve a space where every country has an equal voice. A space where all stakeholders, including the private sector, academia, civil society and people of all ages, can come together and contribute.<\/p>\n<p>It is my firm conviction that the United Nations still remains the most viable avenue for dialogue and the best option for consensus building and to bridge the divides in our polarized world.<\/p>\n<p>Excellencies,<\/p>\n<p>The United Nations was born out of war: at a time of great discord and depression. It was this great organization that rescued us from paths leading to further conflict on a global scale.<\/p>\n<p>Throughout its existence it has continued to uplift humanity\u2019s condition, through alleviating poverty, supporting decolonization and nation building, and by promoting human rights.<\/p>\n<p>Today, United Nations agencies continue to lead the way in empowering people and in sustainable development.<\/p>\n<p>Yes, at times the United Nations has fallen short. Many of the frustrations directed towards it are valid.<\/p>\n<p>The world has undergone many transformations since the United Nations was founded: economically, socially and technologically. It is only natural that global institutions adjust to reflect these new realities. The United Nations has often fallen short in this.<\/p>\n<p>I would like to propose three key actions that in my mind address the changes that are needed:<\/p>\n<p>First, the United Nations needs to move closer to the people it serves. Often, there is a disconnect between what is discussed in the United Nations, and what is happening on the ground.<\/p>\n<p>We need to listen, acknowledge and draw on the ideas and capacities of the academic and scientific institutions, local governments and cities, civil society organizations, youth and the business community.<\/p>\n<p>&nbsp;<\/p>\n<p>This has been reiterated by the Secretary General in his \u201cOur Common Agenda\u201d Report which calls for leveraging diverse frameworks of cooperation and the capabilities of all relevant actors to deliver global public goods and manage the risks of an interconnected world.<\/p>\n<p>This is why I have made it a point to engage with young people when I travel. And it is why I ensure there are representatives from a wide range of stakeholders at my debates. It is important to hear from our constituents to undertake well informed and targeted policies.<\/p>\n<p>This listening and learning exercise could generate a rethinking of global governance institutions, policies, laws, operations, and norms and pave the way for a much-needed networked and inclusive multilateralism.<\/p>\n<p>Second, the United Nations needs to reform.<\/p>\n<p>We must strengthen our global multilateral architecture. Revitalizing the General Assembly and the Economic and Social Council, and reforming the Security Council through the Intergovernmental Negotiation Process, is crucial.<\/p>\n<p>It is not only our organs that need revitalizing \u2013 but our way of working as well. We live in a digital world. The United Nations needs to harness the transformative power of digital technologies to improve the efficiency of its work.<\/p>\n<p>We must strengthen synergies between the work of our main organs, at the global, regional and national levels. The coordination between the specialized agencies and programmes and funds need to be enhanced. Our problem solving approaches need to be holistic and multifaceted.<\/p>\n<p>Third, we must collectively re-commit to multilateralism.<\/p>\n<p>The United Nations is its members. It is what the members make of it. What the members demand of it. And what the members invest in it.<\/p>\n<p>Too often, we criticize the United Nations, while failing to recognize that often the failures of the United Nations are the consequences of power politics, resource challenges, and institutional weaknesses.<\/p>\n<p>However, we have it in our power to address these things.<\/p>\n<p>Last year, when we commemorated its 75th anniversary, our leaders pledged to breathe new life into the United Nations.<\/p>\n<p>We now need to redouble our efforts to act on this pledge.<\/p>\n<p>There is no other responsible choice to multilateralism.<\/p>\n<p>The alternative is more friction, more polarization and more inaction \u2013 which will ultimately leave all our challenges unresolved.<\/p>\n<p>Excellencies<\/p>\n<p>By coming together as one global community, by revitalizing the principles and values of multilateralism, we can solve the challenges of our times; and lay foundations for a better more peaceful future.<\/p>\n<p>Thank you<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Raisina Dialogue<\/p>\n","protected":false},"author":361,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"on","_et_pb_old_content":"<p>Excellencies, colleagues,<\/p><p>I welcome you all to our second meeting and our first interaction following the resumed part of the session.<\/p><p>Before I begin, I would like to recognize the loss of our dear friend and esteemed colleague, Ms. Gail Farngalo.<\/p><p>A Liberian national, Gail was my Team Leader for Human Rights and was active on gender during both the 75<sup>th<\/sup> and 76<sup>th<\/sup> sessions. She leaves behind a legacy of achievements and a groundswell of respect and affection from across the UN and diplomatic communities. Her presence is certainly felt here today.<\/p><p>Colleagues,<\/p><p>When I took on this Presidency of Hope, I pledged to make gender equality a priority area for the 76<sup>th<\/sup> session. I continue to look to the board for its wisdom and expertise, as I endeavour to fulfil that pledge.<\/p><p>In this regard, I have already benefited from the board\u2019s advice, from when we met on October 28<sup>th<\/sup> last year.<\/p><p>Acting on that advice, I committed to ensuring that all my five rays of hope, and all my major initiatives, are approached with a gender lens.<\/p><p>I made sure that the composition of my office is gender-balanced.<\/p><p>I have committed to participating only in panels that have equal gender representation.<\/p><p>Throughout my official interactions and travels, I have endeavoured to meet with women, including heads of states and governments, scientists, civil society representatives, and youth.<\/p><p>And I am proud to inform you that five young women have been recruited into the <em>Fellowship for HOPE<\/em> that my office recently launched. The Fellowship as you are well aware is targeted at benefiting young diplomats from underrepresented countries, pursuing careers in diplomacy or public service.<\/p><p>Colleagues,<\/p><p>While recognizing that we have a long way to go in the battle for gender-equality, I am proud of what my team has been able to accomplish within the past few months.<\/p><p>Our work continues.<\/p><p>We will continue to raise our voices on issues disproportionately impacting women, such as domestic violence and work place harassment. We will continue to push the importance of gender-equal work spaces.<\/p><p>And we will continue to find new paths to empower young women with ambitious professional aspirations.<\/p><p>Now is not the time to rest on our laurels.<\/p><p>With the board\u2019s guidance and support, we must use the many opportunities over the coming months to further empower women and girls, and dismantle discriminatory practices against them.<\/p><p>There are several upcoming events that will provide us such opportunities. I look forward to the board\u2019s suggestions on how we can best utilize them.<\/p><p>As an example, the International Day of Women and Girls in science is fast approaching. We must recognize that women\u2019s contributions in science and technology have helped us cure diseases; discover new horizons in space; and develop technologies that have vastly improved our quality of life.<\/p><p>As we celebrate their achievements, we must also open pathways for young girls who aspire to follow in the footsteps of pioneers in science and technology.<\/p><p>Colleagues,<\/p><p>Let us also reflect that the theme chosen by the United Nations Commission on the Status of Women for this year is on \u201cachieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes\u201d.<\/p><p>As we strive to meet our obligations to the planet, let us recognize the important work done by women and girls at the forefront of the climate crisis, and whose humanitarian work in disaster-stricken areas has helped save lives and rebuild communities. We owe it to them to not only celebrate their work but to support them.<\/p><p>Colleagues,<\/p><p>Our programme of work for the months ahead has been circulated to members prior to the meeting, for consideration and feedback. Please note that the events we have planned are not exhaustive. I welcome further suggestions from the board on the content and format of future events and activities.<\/p><p>Colleagues,<\/p><p>We have made much progress within a short while. And with the board\u2019s support and guidance, I am sure that we can keep up this strong momentum.<\/p><p>I look forward to working alongside all of you to achieve our vision of a gender-equal
