1 April, 2022<\/strong><\/p>\n <\/p>\n Excellencies, distinguished colleagues,<\/p>\n I would like to thank His Excellency, Ambassador Dian Triansyah Djani, for joining us today, and for briefing the General Assembly on Indonesia\u2019s priorities during its presidency of the G20.<\/p>\n As the world\u2019s twenty leading economies, the G20 has a responsibility to help guide the international community out of these challenging times. In particular, action by the G20 is needed to support the 3 pillars of recovery from the COVID-19 pandemic: global vaccination; financing global socio-economic resilience; and reinvigorating multilateralism.<\/p>\n Excellencies,<\/p>\n Our hopes for a quick rebound of the global economy are fading. Progress on universal vaccination to COVID-19 is proving far too slow. Global financial conditions are tightening, debt levels are rising, and borrowing costs borne by developing countries are increasing.<\/p>\n Added to this, the conflict in Ukraine is yet another crisis that has emerged; one that threatens to shake the foundations of our increasingly fragile multilateral system.<\/p>\n Meanwhile the spillover consequences are reverberating throughout the world. These consequences – including shocks to global supply chains, rising trade costs, and severe inflation – are being felt most acutely by countries in special situations, such as LDCs, LLDCs and SIDs, whose fiscal spaces were already constrained by the pandemic.<\/p>\n To resolve this, I encourage Member States to help secure the support of financial and technical partners, and to provide more resources to countries in special situations. The Dialogue on World Commodity Trends and Prospects I convened yesterday in the Trusteeship Council highlighted concrete solutions that G20 members can accelerate taking forward to keep a global recovery within reach. Supporting economic diversification globally, particularly of the digital and green economies through upscaled private-public partnerships, will be key to inclusive, sustainable COVID recovieres that can keep 1.5 alive and leave no one behind.<\/p>\n I look forward to hearing from Ambassador Djani as to the G20\u2019s plans to support global stability during this difficult time.<\/p>\n Excellencies,<\/p>\n The COVID-19 pandemic continues to consume our attention and divert our resources from other pressing concerns. As was repeated throughout the High-Level Meeting on Vaccines, which I convened in February, the only solution remains universal vaccination.<\/p>\n Going forward, we need to scale up global rollout efforts, in coordination with recipient countries, while building up their absorption capacities, addressing workforce and capacity gaps, and tackling vaccine hesitancy and disinformation.<\/p>\n We must commend progress achieved. This includes the establishment of the COVID mRNA vaccine technology transfer hub in South Africa, and the development of new hubs in Latin America, as well as the expansion of production in six countries on the African continent.<\/p>\n I look forward to hearing about the G20 Presidency\u2019s plans to build on these achievements.<\/p>\n Excellencies,<\/p>\n In light of the difficulties confronting the global economy, providing adequate emergency concessional financing to developing countries is critical.<\/p>\n Yes, significant steps have been taken by the G-20, World Bank, IMF and others, including the Debt Service Suspension Initiative (DSSI), the Common Framework, and the allocation of Special Drawing Rights (SDRs).<\/p>\n However, much more needs to be done. Financially vulnerable countries can no longer afford to divert scarce funds away from investments in their socio-economic resilience in order to meet unsustainable debt-obligations.<\/p>\n In this regard, on May 31st, I will jointly host, together with the President of ECOSOC, a high-level dialogue on the issue of debt-sustainability. This event will look at debt sustainability in the context of a global, SDG-aligned, COVID-19 recovery.<\/p>\n I look forward to the active participation of all UN Member States at the highest level, and I thank Indonesia for its support.<\/p>\n Excellencies,<\/p>\n As crises threaten to tear us apart, we need to make a concerted effort to come together, in the best traditions of multilateralism. In that spirit, regular briefings from the G20 to the UN are an important mechanism to strengthen global cooperation.<\/p>\n The Secretary General\u2019s report, Our Common Agenda, proposed convening biennial summits, bringing together United Nations Member States, the G20, and international financial institutions under the UN umbrella, to accelerate and enhance financing for the SDGs, while improving overall global economic governance.<\/p>\n As President of the General Assembly, the UN membership have mandated me to lead the follow-up process on Member State\u2019s deliberations on \u2018Our Common Agenda, particularly on its proposals, options and means of implementation.<\/p>\n While member states have broadly expressed support for these proposed Summits, they have requested more details on their scope and modalities, including on how to secure the inclusion of all Member States and relevant stakeholders, and how to practically build upon existing mechanisms – such as the Financing for Development Forum, which will be held later this month.<\/p>\n My recommendations on the way forward on this, and all other proposals, will be shared with the membership in the coming days.<\/p>\n Excellencies,<\/p>\n We can achieve a sustainable recovery from COVID-19, and ensure we are once again on the path to achieve the 2030 Agenda and the SDGs, if we work together \u2013 developing and developed, governments and stakeholders. She leaves behind a legacy of achievements and a groundswell of respect and affection from across the UN and diplomatic communities. Her presence is certainly felt here today.<\/p> Colleagues,<\/p> When I took on this Presidency of Hope, I pledged to make gender equality a priority area for the 76th<\/sup> session. I continue to look to the board for its wisdom and expertise, as I endeavour to fulfil that pledge.<\/p> In this regard, I have already benefited from the board\u2019s advice, from when we met on October 28th<\/sup> last year.<\/p> Acting on that advice, I committed to ensuring that all my five rays of hope, and all my major initiatives, are approached with a gender lens.<\/p> I made sure that the composition of my office is gender-balanced.<\/p> I have committed to participating only in panels that have equal gender representation.<\/p> Throughout my official interactions and travels, I have endeavoured to meet with women, including heads of states and governments, scientists, civil society representatives, and youth.<\/p> And I am proud to inform you that five young women have been recruited into the Fellowship for HOPE<\/em> that my office recently launched. The Fellowship as you are well aware is targeted at benefiting young diplomats from underrepresented countries, pursuing careers in diplomacy or public service.<\/p> Colleagues,<\/p> While recognizing that we have a long way to go in the battle for gender-equality, I am proud of what my team has been able to accomplish within the past few months.<\/p> Our work continues.<\/p> We will continue to raise our voices on issues disproportionately impacting women, such as domestic violence and work place harassment. We will continue to push the importance of gender-equal work spaces.<\/p> And we will continue to find new paths to empower young women with ambitious professional aspirations.<\/p> Now is not the time to rest on our laurels.<\/p> With the board\u2019s guidance and support, we must use the many opportunities over the coming months to further empower women and girls, and dismantle discriminatory practices against them.<\/p> There are several upcoming events that will provide us such opportunities. I look forward to the board\u2019s suggestions on how we can best utilize them.<\/p> As an example, the International Day of Women and Girls in science is fast approaching. We must recognize that women\u2019s contributions in science and technology have helped us cure diseases; discover new horizons in space; and develop technologies that have vastly improved our quality of life.<\/p> As we celebrate their achievements, we must also open pathways for young girls who aspire to follow in the footsteps of pioneers in science and technology.<\/p> Colleagues,<\/p> Let us also reflect that the theme chosen by the United Nations Commission on the Status of Women for this year is on \u201cachieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes\u201d.<\/p> As we strive to meet our obligations to the planet, let us recognize the important work done by women and girls at the forefront of the climate crisis, and whose humanitarian work in disaster-stricken areas has helped save lives and rebuild communities. We owe it to them to not only celebrate their work but to support them.<\/p> Colleagues,<\/p> Our programme of work for the months ahead has been circulated to members prior to the meeting, for consideration and feedback. Please note that the events we have planned are not exhaustive. I welcome further suggestions from the board on the content and format of future events and activities.<\/p> Colleagues,<\/p> We have made much progress within a short while.
