Excellencies,<\/p>\n

It is my pleasure to participate in this annual high-level panel discussion on human rights mainstreaming.<\/p>\n

Today\u2019s event coincides with the 10th<\/sup> anniversary of the Voluntary Technical Assistance Trust Fund to support the participation of LDCs and SIDs in the work of the Human Rights Council.<\/p>\n

The trust fund was conceived out of the realization that for the global human rights agenda to be meaningful and comprehensive, all voices must be heard.<\/p>\n

It is appropriate and symbolic that it arose from the initiatives of SIDs and LDCs, including from that of the Maldives during its membership of the HRC in 2012.<\/p>\n

I am heartened by the strides we are making towards including under-represented countries in the work of human rights.<\/p>\n

Excellencies,<\/p>\n

It is crucial that we continue in the direction of more inclusivity.<\/p>\n

Together, LDCs and SIDs comprise 40 percent of UN member states.<\/p>\n

Including them in the work of the Human Rights Council ensures that their priorities and concerns are acknowledged and reflected in our work.<\/p>\n

It ensures that we are better positioned to identify and address the human rights concerns of all communities.<\/p>\n

Excellencies,<\/p>\n

I am proud to note that \u2018respecting the rights\u2019 of all is one of the key priorities of my Presidency of Hope.<\/p>\n

And I acknowledge and applaud the role of the Council in respecting and promoting human rights on a global scale.<\/p>\n

I am committed to doing all that I can to support its work, and strengthen its most effective tools, including the Trust Fund.<\/p>\n

The Trust Fund is now celebrated as a success story in technical cooperation and capacity building in the field of human rights.<\/p>\n

It has enabled 172 government officials from the 72 eligible LDCs and SIDs to attend the regular sessions of the Council.<\/p>\n

It has helped us make strides in gender equality, with 104 beneficiaries being women.<\/p>\n

It has also enhanced inclusivity for persons with disabilities.<\/p>\n

The Trust Fund should be praised for its role in strengthening the capacity and expertise of its beneficiaries by exposing to the different universal mechanisms.<\/p>\n

Many former beneficiaries of the Trust Fund are now human rights experts and have been posted in multilateral missions, including in New York and Geneva. Others have been included as part of their delegations participating the Universal Periodic Review.<\/p>\n

To take on example, the trust fund supported a visually impaired female delegate from Antigua and Barbuda \u2013 a country that does not have a permanent mission in Geneva – to head her country\u2019s UPR delegation, last November.<\/p>\n

It has directly benefited my office also, as one beneficiary of the Trust Fund, Ms. Deandra Vivincia Cartwright from the Commonwealth of the Bahamas, serves ably on my team.<\/p>\n

Excellencies,<\/p>\n

For 10 years donors have played a vital role in supporting the fund.<\/p>\n

At this critical moment, as the world grapples with the consequences of a devastating pandemic, let us make sure that the fund retains sufficient resources to fulfil its mandate.<\/p>\n

And let us always uphold the principles of diversity and inclusivity in the global human rights agenda – principles we must pass on to the next generation.<\/p>\n

They are the only ones positioned to one day uphold our legacies, and to refine and strengthen the global human rights architecture.<\/p>\n

The understanding that youth are critical to continuing the work of multilateralism is why I earlier launched the PGA\u2019s Fellowship for HOPE.<\/p>\n

Under this fellowship eight young diplomats from underrepresented countries have joined my office, where they will gain knowledge and skills to support their nations in the field of multilateralism, including as it relates to the protection and promotion of human rights.<\/p>\n

It is a Fellowship whose values and intentions are fully aligned with those of the Trust Fund.<\/p>\n

Going forward, we must build on these initiatives. We must endeavor to include all voices in the human rights discussion and agenda.<\/p>\n

And we must make an active effort to include previously underrepresented voices, acknowledging that they too have an equal stake in our dialogues, and an equal capacity to make contributions.<\/p>\n

That is how we will build a just world that secures the human rights of all.<\/p>\n

And with those sentiments, I wish you all a very productive discussion.<\/p>\n

Excellencies, colleagues,<\/p>

I welcome you all to our second meeting and our first interaction following the resumed part of the session.<\/p>

Before I begin, I would like to recognize the loss of our dear friend and esteemed colleague, Ms. Gail Farngalo.<\/p>

A Liberian national, Gail was my Team Leader for Human Rights and was active on gender during both the 75th<\/sup> and 76th<\/sup> sessions. She leaves behind a legacy of achievements and a groundswell of respect and affection from across the UN and diplomatic communities. Her presence is certainly felt here today.<\/p>

Colleagues,<\/p>

When I took on this Presidency of Hope, I pledged to make gender equality a priority area for the 76th<\/sup> session. I continue to look to the board for its wisdom and expertise, as I endeavour to fulfil that pledge.<\/p>

In this regard, I have already benefited from the board\u2019s advice, from when we met on October 28th<\/sup> last year.<\/p>

Acting on that advice, I committed to ensuring that all my five rays of hope, and all my major initiatives, are approached with a gender lens.<\/p>

I made sure that the composition of my office is gender-balanced.<\/p>

I have committed to participating only in panels that have equal gender representation.<\/p>

Throughout my official interactions and travels, I have endeavoured to meet with women, including heads of states and governments, scientists, civil society representatives, and youth.<\/p>

And I am proud to inform you that five young women have been recruited into the Fellowship for HOPE<\/em> that my office recently launched. The Fellowship as you are well aware is targeted at benefiting young diplomats from underrepresented countries, pursuing careers in diplomacy or public service.<\/p>

Colleagues,<\/p>

While recognizing that we have a long way to go in the battle for gender-equality, I am proud of what my team has been able to accomplish within the past few months.<\/p>

Our work continues.<\/p>

We will continue to raise our voices on issues disproportionately impacting women, such as domestic violence and work place harassment. We will continue to push the importance of gender-equal work spaces.<\/p>

And we will continue to find new paths to empower young women with ambitious professional aspirations.<\/p>

Now is not the time to rest on our laurels.<\/p>

With the board\u2019s guidance and support, we must use the many opportunities over the coming months to further empower women and girls, and dismantle discriminatory practices against them.<\/p>

There are several upcoming events that will provide us such opportunities. I look forward to the board\u2019s suggestions on how we can best utilize them.<\/p>

As an example, the International Day of Women and Girls in science is fast approaching. We must recognize that women\u2019s contributions in science and technology have helped us cure diseases; discover new horizons in space; and develop technologies that have vastly improved our quality of life.<\/p>

As we celebrate their achievements, we must also open pathways for young girls who aspire to follow in the footsteps of pioneers in science and technology.<\/p>

Colleagues,<\/p>

Let us also reflect that the theme chosen by the United Nations Commission on the Status of Women for this year is on \u201cachieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes\u201d.<\/p>

As we strive to meet our obligations to the planet, let us recognize the important work done by women and girls at the forefront of the climate crisis, and whose humanitarian work in disaster-stricken areas has helped save lives and rebuild communities. We owe it to them to not only celebrate their work but to support them.<\/p>

Our programme of work for the months ahead has been circulated to members prior to the meeting, for consideration and feedback. Please note that the events we have planned are not exhaustive. I welcome further suggestions from the board on the content and format of future events and activities.<\/p>

We have made much progress within a short while. And with the board\u2019s support and guidance, I am sure that we can keep up this strong momentum.<\/p>

I look forward to working alongside all of you to achieve our vision of a gender-equal world.<\/p>
