ECESA supports the Secretary-Generals proposals in the report and welcomes the opportunity arising from the Member States decision to undertake a review of their mandates in the General Assembly and other relevant organs. We are keen to support you in this process and share the goal of achieving the necessary alignment of the work of the Organization with contemporary requirements. The SGs report stresses that the UNs contributions in the economic, social and environmental areas rank among its most important achievements. In sheer volume, the economic and social sector represents 2,810 mandates out of 9,035 in the online registry (31%). We have discussed the mandates review in our Executive Committee. About ECESA Since its creation in 1997, ECESAs raison dtre is to manage and achieve greater coherence and cooperation in UNs analytical and normative work on development issues; The Members of ECESA are DESA, UNCTAD, the five Regional Commissions, UNEP, UNDP, UN-Habitat, OHCHR, ODC, the Special Advisor on Africa and the Special Advisor on LDCs, and the UNs research institutes. ECESA works through eleven thematic clusters. These bring together programme managers on the areas of trade; macroeconomics and finance; sustainable development and human settlements; social development; advancement of women; countries in special situations; governance and institution-building; science and technology; human rights; statistics; and population. [The definition of the clusters will continue be adjusted in light of the tasks to be delivered by ECESA. The clusters share information on current and planned activities and define common priorities for joint work. This enables us to plan our work and implement our programmes taking into consideration each others capacities and contributions. In promoting joint work and joint products, we place special emphasis on our common responses to major intergovernmental requests. For the last two bienniums, the thematic clusters have worked together when preparing submissions for the Programme Budget, so as to better harmonize outputs and align them with internationally agreed development goals. Recently, at the Secretary-Generals request, the thematic clusters reviewed UN priorities and programmes in the light of the World Summits Outcome Document. The review produced: a set of common priorities derived from the Summit Outcome; some joint activities; and the identification of areas where cooperation needs to be improved. Each Member entity also engaged in a mandate review at the SGs request. Thus, ECESA is well geared to support Member States in their review of mandates, if they so wish. Three areas are of particular relevance to ECESA. 1. The first area is the architecture for reporting [recommendations in Section III on Key challenges] Given ECESAs present work, we should be able to provide Member States effective support for reviewing reporting. The term reporting covers different kinds of submissions. Some are analytical and advance policy recommendations. Others respond to requests for factual information, whether technical or pertaining to outcomes of intergovernmental work in other bodies. In your review, you will probably want to identify measures for improving and streamlining reporting tailored to each type of report. For all these reports, the most suitable and effective periodicity of submission also deserves your attention. The approach to the issue of reporting bears directly on Member States efforts to sharpen the role and contribution of each tier of the intergovernmental machinery. We should reflect together on how to shape each report so that it fully exploits the comparative advantage of each intergovernmental body and maximizes its contribution to positive change. We must make sure that each body builds on and adds value to the work of others and that the whole machinery and the reporting system serves to enhance support for the General Assemblys policy making role. A regional dimension should be reflected in the reporting architecture, so that the analysis presented to Member States is grounded in specific regional situations. ECOSOC will soon review its own mandates. This should facilitate the Councils reflections on how best to organize its work to discharge the new responsibilities entrusted to it by the World Summit. The second area is the architecture for implementation [Recommendations in Section IV on programme priorities & Section V on gender equality and advancement of women] Your discussions on an architecture for implementation will also be of special importance to ECESA. The Secretary-Generals report points to areas needing a sharper division of labour or consolidation of capacities: trade; macroeconomics and finance; sustainable development and human settlements; population; gender equality and empowerment of women [the last will be addressed in a separate round of informals]. We are looking to Member States for further guidance on areas where you believe we should strengthen collaboration or shift programme emphasis. For its part, EC-ESA has begun to reflect on how it can better deliver on certain mandates in the above-mentioned areas. [It is important to ensure that any programmatic shift serves to strengthen the UN work in development]. Regarding the development of Africa, UN system entities welcome the approach suggested in the Secretary-Generals report, to concentrate African and international efforts on implementation of NEPAD and on sustained support to the African Union. They also acknowledge the need for greater efforts to improve the coherence and coordination of their work in Africa. Given the significant UN role in Africa, there is an increasing need to bring more coherence to the organizations activities at the regional level so as to maximize the UN systems collective impact. A strengthened regional consultation mechanism, under ECAs leadership and based on the clusters established to support NEPAD, could help on this front. The third area is the architecture of mandates from various UN intergovernmental bodies [Section V in the report] Besides the GA and ECOSOC, many bodies mandate reports and actions in the economic and social area: functional and regional commissions, the Trade and Development Board, and the Governing Boards of UNDP/UNFPA and of UNEP. Taking these mandates into account would help to provide Member States with a full picture of the UNs work on any given issue. Coherence in the economic and social area hinges greatly on how well ECOSOC coordinates the work of its commissionsand the work of the boards of Funds and Programmes. ECESA and UNDG are ready to support the Council in better discharging this task. But the ultimate responsibility lies with Member States. The registry of mandates is a useful tool for informing Member States of the UNs work in the economic and social area. We intend to continue to contribute to it and employ it fully as part of our own effort to strengthen knowledge sharing and knowledge management in the economic and social area. The recommendations on research institutes contained in the SG report (section VI) are also of particular relevance to ECESA. A number of institutes are members of ECESA, such as UNU, UNITAR, UNRISD and INSTRAW. In the past, we have worked within ECESA to assure that their research programmes work to support the UNs intergovernmental processes.
